The Federal Democratic Republic of Ethiopia has allocated a government capital budget towards the cost of the construction of civil works, and intends to apply part of the budget toward payments under the contract for the procurement of construction of civil works, Supply and Installation Electromechanical Equipment for Jimma Gibe Micro Hydro Power Scheme Project.

The Ministry of Water and Energy, now invites sealed bids from Eligible bidders for the Procurement of Works.

1. Bidders shall furnish documentary evidence that it meets the following requirement(s):

• The Bidder has successfully completed at least One (1) contract within the last 5 (Five) years, with a value of ETB 38,500,000.00 (Thirty-Eight Million Five Hundred Thousand Birr) or Two Contracts each with a value of ETB 19,250,000.00 (Nineteen Million Two Hundred Fifty Thousand Birr), that have been successfully and substantially completed with a similar Size, nature and complexity supported with names of clients, type and value of contracts.
• Audited financial statements of the bidder for the last 5 (Five) years to confirm a minimum annual average turnover of ETB 44,000,000.00 (Forty-Four Million Birr).
• The bidder shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirement of ETB 6,000,000.00 (Six million Birr) or equivalent net of the applicant's other commitments.

2. Bidding will be conducted through the National Competitive Bidding procedures as specified in the Federal Public Procurement directive 2010 and is open to all Eligible bidders.
3. Bidders are required to attach with their application, a copy of their renewed trade licenses, Competency certificate of registration on w.w.c. from relevant government institutions with category 3. and above, VAT certificate, Tax clearance TIN certificate and (Registration in FPPA supplier list for local bidders).

4. Interested eligible bidders may obtain further information from Ministry of Water and Energy and inspect the bidding documents during office hour 8:30 AM to 5:30 PM local time from to the address given below.
5. A complete set of bidding document in English by interested eligible bidders can be obtained free of charge from the Ministry's Website https://www.mowe.gov.et/en/resourcetypes/procurement-files and bidders shall also get registered at the address below.
6. All bids shall be accompanied by a Bid Security of ETB 500,000.00 (Five hundred Thousand Birr) in the form of Unconditional Bank Guarantee or CPO to Ministry of Water and Energy, and shall remain valid for 148 (One Hundred forty-eight) days. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bidding Forms) of the bidding Document.
7. The dead line for bid submission shall be in May 30, at 10:00 A.M. and opened on the same day, May 30, 2025 at 10:30A.M. in the presence of bidders' representatives.
8. Bid shall be valid for period of 120 days after Bid Submission deadline.
9. Ministry of Water and Energy reserves the right to reject all or part of the bid
