1. The Government of the Federal Democratic Republic of thiopia has received finacing from the world Bank toward the cost of the  Ethiopia Digital Foundation project /EDFP/  and intends  to apply partt of the proceeds for the procurement for the Supply and Installation of Equipment to ugrade the Exidting Datacenter of MINT.

2. The Ministry of Innovation and Technology Ethiopian Digital Foundations Project/ EDFP/now invites seald Bid from eligible Bidders for the Supply and Installation of Equipment to upgrade the Existing Datacebter of MInT  Bidders are required to meet the following and other requirements  specified in the bidding document.

a) Must have five years experience involving in the supply & delivery of ICT infrastructure and hardware building data center installation commissioning and support for similar projects.

b) Must have a Minmum average annual turnover of USD 3.5 million or equivalent amount in other currencies  calculated as total certified payments recived for contracts in progtess or completed within the last three /3/ years.

c) The Bidder must demonstrate access to or availabilty of finacial resources such as liquid asset unencumbered real asseta line of credit and other financial means other than any contractual advance payment to meet the following cash-flow requirement :USD 2million or equvalent in a freely convertible currency.

d) The bidder musthave complated at (a) at last 1 contracter within the last five years  with a value of not lessthan USD 4 million or (b) at least 2 contractes within the last five years  each with a value of noet less than USD million or (c) at least 3 contracts within the last five year each with a value of not less thean USD 1.5million that have been successfully and substantially completed and that are similar and complex neture to the proposed Information Syatem like building of data center rehabiliation of data centers supply of data center facility etc....

3. Bidding will be conducted through International Competitive procurement Regulations for IPF Borrowers IPF Borrowers Procurement in  Investment Project Financing Good Works Non Consulting and Consullllllllting Services dated Novemeber 2020 the Guidelines on Prventing and Combating Frud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants revised July 1,2016 (Procurement Regulation) and is open to all eligible Bidders as defined in the Procurement Regulations.

4.Interested eligible Bidders may obtain futher information form the Ministry of Innovation and Technology /MInT /E thiopia Digital Foundation Project Coordination Unit Telephone ; +251-911-980229or +251911-229367 and  inspect the bidding docuemnt during office hours from 8:30 AM -12:30PM and 1:30-5:00PMlocal time from Mondya to Friday before the deadline date and time.

5. The bidding document in English language may be purchased by intersted Bidders upon payment of a nonrefundable fee of Birr 500.00 /Five  Hundred Birr/or in an easily convertibl currency The method of payment will be in cash transfer through the bank Account No 100263705916  Commercial Bank of Ethiopia by the name of the Minstry of Innvation and Tchnology Once payment has transferred to the account and copy of the payment aend to us therough email or in person to our address indiction below the document will be sent by e-mail or bidders can collect it in person from the Ministry on Innovation and Technology Ethiopian Digital Foundations Project Office.

6. Bids must be deliveerd to the address below on or befor 21st July 2023 10:00 A.M Local Time (Addis Ababa Time)Electronic Bidding will not be permitted Late Bids will be rejected Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 21st Julay 2023 10:30A.M Local Time (Addis Ababa Time).

7. All Bids must be accompanied by a Bid Security of ETB 1,872,500.00 /ETB One Million Eight Hundred Seventy Two Thousand Five Hundred/or USD 35,000.00 USD thirty Five Thouseand /or equivalent amounnt in a freely a freely vonvertible  currency in the form of Bank gurantee issued from Commercial Bank In the case of Bank gurantees issued from other countries other thean Ethiopian Bank the bid security should be country guranteed by Ethiopian Commercial Banks.

8.   The succesful Bidder shall be required  to submit the Beneficial Ownership Discolosure Form.
