External Audit Services for the Financial Year Ended 31 December 2026

Caritas Switzerland (CACH) is an international humanitarian and development organization operating in Ethiopia since 1974. The organization is registered with the FDRE Agency for Civil Society Organizations (ACSO) as a foreign organization as per Article 88/3/ of the Civil Society Organizations Proclamation No. 1113.

Caritas Switzerland invites eligible and qualified audit firms to submit technical and financial proposals for the external audit of its financial statements for the period 1 January 2026 to 31 December 2026 and enter into framework agreement for similar engagements.

Scope of the Assignment

The audit shall provide an independent opinion on the financial statements and assess compliance with applicable legal, regulatory, and donor requirements in accordance with the detailed Terms of Reference (TOR).

Interested applicants can obtain a complete set of bidding document from Caritas Switzerland Country Office from 9:00 am to 4:00 pm On working days, starting from the announcement date 06 Nov 2026 and submit on / before 25 Nov 2026 12:00 PM or 6:00 local time in the morning, as the tender opening time is on 25 Nov 2026 at 2:00 PM or 8:00 local time without public opening ceremony. (Binders shall bring their license or their legal delegation paper for document collection)

Minimum Eligibility Requirements

Interested firms must:

• Be licensed and authorized by the Accounting and Auditing Board of Ethiopia (ABBE). Possess a valid trade license, TIN, VAT registration, and tax clearance certificate.
• Have demonstrated experience auditing international NGOs and donor-funded projects.
• Have sound knowledge of international auditing standards and donor compliance requirements.

Audit Duration

The assignment is expected to be completed within 3-4 weeks from commencement and finalized no later than 28 February 2027.

Key Deliverables

• Independent Audit Report and audited financial statements.
• Management Letter highlighting key findings and recommendations.

Proposal Submission

Interested firms shall submit technical and financial proposals in separate sealed envelopes.

Technical Proposal should include:

• Company profile
• Relevant audit experience
• Proposed methodology and work plan
• CVs of proposed audit team
• References from similar assignments
• Copies of business license, ABBE license, tax clearance, and VAT certificate

Financial Proposal should include:

• Professional fees
• Applicable taxes
• Any other related costs
