Item: HP Laptops (10th Generation)

KNCV Ethiopia is a local nonprofit organization registered in Ethiopia (registry no. 7336) under Civil Society Organization Proclamation No. 1113/2019, working to end TB and related diseases in Ethiopia through implementation projects, research and evidence generation.

1. Purpose & Scope

Bulk procurement of commercial-grade (Grade A, refurbished) business laptops. The vendor shall supply, deliver and guarantee the laptops fully configured with all required peripherals, original accessories and licensed software (Microsoft Office, PDF and others specified).

4. Quality Standards (Grade A – non-compliant units rejected)

• Cosmetic: no cracks, dents, deep gouges or structural damage; screen free of scratches, pressure marks, bright spots, dead pixels; minimal palm-rest/keycap wear with fully legible key legends.
• Functional: 100% pass on all diagnostics (CPU, RAM, storage, motherboard, display, audio, wireless, ports); heatsinks cleaned and fresh thermal paste applied; exterior, screen and keyboard deep-cleaned and disinfected.

5. Battery & Power

• Battery health above 80% of design capacity (HP Hardware Diagnostics or Windows Battery Report); minimum 4 hours continuous office use.
• Original HP 65W Smart AC or HP 65W USB-C adapter with correct regional plug; generic/third-party chargers prohibited.
• Sleep, hibernation, USB and Bluetooth power-saving disabled on mains power.

6. Accessories (per laptop)

1x water-resistant padded 14" carrying bag with charger/accessory compartments; 1x original HP 65W charger with cord; 1x ergonomic USB optical mouse (wired or wireless); 1x USB-to-Ethernet adapter (if no built-in RJ45).

7. Warranty, Support & Reporting

• Warranty: minimum 12 months comprehensive (hardware, motherboard, memory, storage, screen); battery guarantee of 6 months against capacity falling below 80%.
• Inspection & replacement: 30-business-day post-delivery audit window; defective or non-compliant (DOA/early failure) units replaced within 5–7 business days at no cost.
• Delivery documents: physical serial-number (S/N) label on each unit, plus a Quality Inspection Sheet per S/N covering battery health %, SSD health report (CrystalDiskInfo or equivalent), stress-test status, software update status (25H2+, recent security updates) and BitLocker status with recovery-key confirmation.

8. Bidder Prequalification (mandatory)

• Valid business license, TIN, VAT and Tax Clearance certificates.
• Proven experience supplying IT equipment and supplies.
• Evidence of at least three (3) strong references showing successful supply of ICT equipment.
