INVITATION TO BID FOR EXTERNAL AUDIT SERVICES
Invitation for the Provision of External Audit Services Reference Number 001

Ethiopia Biodiversity Institute (project name GBF) invites qualified and licensed audit firms to submit sealed bids for the provision of external audit services for the financial year(s) 2023 -2026.

1. Eligibility Requirements

Interested audit firms must fulfill the following requirements:

• Hold a valid audit license issued by the relevant regulatory authority.
• Be legally registered to provide audit services in Ethiopia.
• Have relevant experience in conducting external audits for organizations of a similar nature.
• Submit valid tax registration and tax clearance certificates, where applicable.
• Provide evidence of professional competence and relevant experience.

Deliverables

The selected audit firms shall submit:

1. Audited project financial statements (APFS): Along with the auditor's opinion/ report.
2. Management letter: Highlighting internal control weaknesses, compliance issues, and recommendation for improvement, complete with management responses.
3. Donor-specific compliance reports: (If applicable, e.g., statement of expenditure verification reports).
4. Interested audit firms must meet the following minimum criteria:
   • Must be duly registered and licensed by [e.g. Accounting and Auditing board of Ethiopia (AABE)] or the relevant national regulatory body.
   • Must have a proven track record of at least (e.g.5) years of experience in auditing development projects, NGOs, or donor-funded programs.
   • The audit team leader and key personnel must hold recognized professional qualifications (e.g. ACCA, CPA, CA) and have relevant sectorial experience.

2. Bid Submission Requirements

Interested bidders shall submit the following documents:

• A copy of a valid audit license and business registration certificate.
• Company profile and evidence of relevant audit experience.
• Technical proposal outlining the proposed audit approach and methodology.
• Financial proposal stating the total audit service fee, inclusive of applicable taxes.
• Valid tax identification and
• Tax clearance documents, as applicable.

• 3. Bidders should deposit a non-refundable Two Hundred Birr (200.00 ETB) to the nearby Commercial Bank of Ethiopia (CBE) branch referring Ethiopian Biodiversity Institute on the Account Number 1000005069363, and should come with a bank deposit slip.
• 4. Bidders shall furnish bid security in the form of CPO or unconditional and irrevocable bank guarantee with an amount of Ten Thousand Birr only (ETB 10,000.00) in the name of Ethiopian Biodiversity Institute.
• 5. Bids shall be valid for a period of forty five (45) calendar days after tender opening. Ethiopian Biodiversity Institute has the right to request the Bidder to extend the validity period of the proposal for an additional day.
• 6. The sealed bid document must be submitted in separate envelopes i.e., Technical Proposal, Financial Offer, and Bid Security, and one outer envelope duly marking the inner envelopes as "ORIGINAL" and "COPIES" delivered to Ethiopian Biodiversity Institute.
• 7. All Bids must be delivered to the address below within 10 (Ten calendar days) after the first day of this bid is announced in the newspaper at 10:00 AM. Late bids shall be rejected. Bids will be opened on the same date at 10:30 AM in the presence of bidders' representatives who choose to attend in person at the address below. If this is not a calendar day, the next calendar day is the day on which the bids should be closed and opened.
