INVITATION TO BID FOR EXTERNAL AUDIT SERVICES

1. Background

The Meserete Kristos Church Development Commission (MKC-DC) is an indigenous, non-governmental, non-profit organization engaged in holistic community development, emergency relief, livelihood, education, and child and youth development programs across Ethiopia. MKC-DC invites eligible, qualified, and licensed external audit firms to submit technical and financial proposals to conduct the financial audit of its headquarters and field project operations for the Fiscal Year 2026.

2. Scope of Work

The successful audit firm will be expected to:

• Conduct an independent financial audit of MKC-DC's accounts for the Fiscal Year ending December 31, 2026, in accordance with International Standards on Auditing (ISA) and guidelines established by the Accounting and Auditing Board of Ethiopia (AABE).
• Verify compliance with donor requirements, statutory regulations, and internal organizational policies.
• Express an opinion on the FY 2026 financial statements and prepare a comprehensive Management Letter identifying internal control observations and recommendations for improvement.

3. Required Qualifications & Technical Evaluation Criteria

Interested audit firms must provide evidence of the following requirements:

1. Legal & Professional Authorization:

• Valid Business License renewed for the 2026 Ethiopian Fiscal Year.
• Certificate of Professional Registration from the Accounting and Auditing Board of Ethiopia (AABE).
• VAT Registration Certificate, Tax Identification Number (TIN), and current Tax Clearance Certificate.

2. Relevant Experience (Key Requirement):

• Demonstrated track record of auditing non-governmental organizations (NGOs / CSOs) operating in Ethiopia.
• Mandatory: Specific experience performing external audit services for organizations implementing multi-site Child and Youth Development Programs (CYDP) or similar programs spanning multiple regional project offices across Ethiopia.

3. Personnel Qualifications:

• Audit Partner / Team Leader: Must be ACCA/CPA (or equivalent) certified with at least 7 years of post-qualification audit experience, including prior experience with donor-funded programs.
• Audit Team: Must hold relevant university degrees with a minimum of 3 years of hands-on NGO audit experience.

4. Capacity & Timeline:

• Adequate personnel and technical resources to complete field visits and submit the final audit report for FY 2026 within the designated timeframe.

4. Bid Document

• Complete tender documents can be purchased for a non-refundable ETB 300 fee starting October 5, 2026. Interested bidders can collect them from the MKC-DC Head Office, located on the 1st floor of the Olopiya Meserete Kristos Church Building (Kirkos Sub-City, Woreda 01, House No. 253, near Dembel City Center).

5. Submission Guidelines

• Packaging: Bidders must submit one original and one copy of both the Technical and Financial proposals in separate, sealed envelopes. These must be combined into one outer sealed envelope marked: "Bid for Audit Service (FY 2026) – Meserete Kristos Church Development Commission"
• Submission Deadline: All proposals must be delivered to the MKC-DC Head Office no later than October 20 at 10:00 AM.
• Opening of Bids: Technical proposals will be opened on October 20, at 10:15 AM in the presence of bidders or their authorized representatives who choose to attend.
