Assignment Title: Consultancy Services for Modernization of Ethiopian Roads Authority through Technical Audits and Quality Management

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost ofthe Ethiopian Transport Sector Project in Support of Road Sector Development Stage IV projects (Credit No. CRS 5155-ET), and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include assignment of experts who will be involved to provide:-
(i)Technical Auditing of Selected Road design and Construction studies, including audit of drainage provisions, pavementdesign, geotechnical investigations, construction material source investigations, quantity assessments and safeguards considerations,
(ii) Review of Procurement System,
(iii) Review of Engineering design procedures,
(iv) Review of Feasibility, Environmental and Re-settlement Study Procedures,
(v) Strengthening the design process and management of design consultants,
(vi) Reviewing Safety-In-Design issues, including
(i) Review and update of Safety Audit Manual,
(ii) Identification of black-spots for selected projects,
(vii) Produce the necessary revised version of the above documents and provide training on the above issues
The Consulting services will be conducted over a period of 18 months.
The Ethiopian RoadsAuthority, representing the FDRE, now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• Experience in undertaking technical Audit of Design and Construction of road projects
• Experience in assistance to enhancing project planning and assessment of feasibility study, Environmental and Re-settlement Study for Transport Sector
• Experience in reviewing and updating of safety in design process
• Experience in engineering procurement process management
• Experience in administration / management of road design projects
• Experience in conducting of training regarding design management and procurement process management.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers(May, 2004, Revised January, 2011) ("Consultant Guidelines"), setting forth theWorld Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. Consultants are advised to specifically indicate the type of association in their application i.e(Sub consultancy, Joint Venture, Consortium etc).
A Consultant will be selected in accordance with the Quality and Cost Based selection method setout in the Consultant Guidelines.
