REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Country: Federal Democratic Republic of Ethiopia
Employer: Ministry of Revenues (MOR)
Project: Governance Modernization for Efficient Service Delivery Project
Credit No.: 7619 ET
Assignment Title: Consulting Services to Strengthen Taxpayer Communication Strategy

Reference No.: ET-MOR-577508-CS-QCBS

Issued on: October 29, 2026

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Improving Domestic Revenue Mobilization Capabilities Project (IDA Credit No. IDA-76190), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing strategic advisory to strengthen the national taxpayer communication strategy for the Ministry of Revenues. The assignment aims to address information asymmetry, low tax morale, and digital tax portal adoption hurdles (ITAS/TASS, e-invoicing). The scope of work comprises six key pillars: (1) Institutional Communication Audit & Diagnostic Assessment; (2) Revision of National Tax Communication Strategy Master Plan; (3) Content Simplification, Digital Asset Creation, and Multilingual Outreach (Amharic, Afaan Oromo, Somali, and Tigrigna); (4) Digital Ecosystem Optimization & Channel Modernization; (5) Institutional Capacity Building & Knowledge Transfer (including Crisis Communication Manual); and (6) Digital Archiving Strategy. The Senior Tax Communication Advisory Key Expert role requires a senior-level professional with extensive international and regional experience in tax sector communication, fiscal reform, and digital media. This position entails a total level of effort spanning a 7-calendar-month implementation period (210 days), with an expected start date in February 2027.

The Ministry of Revenues now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Core Business & Operational Longevity: Demonstrated experience as an established consulting entity with a minimum of 10 years of corporate operation specializing in strategic communications, public relations, public advocacy campaigns, or fiscal policy engagement.
  • Relevant Specific Experience: Successfully completed at least two (2) similar consulting contracts in the past 5 years involving strategic tax or revenue administration communication campaigns, public sector change management, digital outreach, or document archiving frameworks.
  • Technical & Managerial Capability: Sound organizational structure, quality assurance protocols, and institutional capacity to manage multi-format and multilingual (Amharic, Afaan Oromo, Somali, Tigrigna) media asset production and stakeholder engagement.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised November 2017, August 2018, November 2020, September 2023, and September 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate as a sub-consultancy or a Joint Venture (JV)—where partners bear joint and several liability—but any firm submitting more than one proposal as a prime or JV partner will be disqualified per World Bank Clause 3.19.

Selection will follow the CQS or QCBS method in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2025).

The detailed Terms of Reference (TOR) and further information can be obtained at the official address below, or requested via email from the Ministry of Revenues PIU, during office hours (Monday through Friday, 08:30 to 17:00 East Africa Time).

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by email) by November 20, 2026 at 16:00 Local Time (Addis Ababa, Ethiopia).
