Holistic Relief Organization (HRO) is a civil society organization established on May 17, 2024, under ACSO proclamation 1113/2019, with registration number 7264. HRO is mandated to operate in various regions of the country, focusing on humanitarian aid, development initiatives, and human rights advocacy. HRO works to deliver aid. whether in response to emergencies or for long-term socioeconomic development is to strengthen local capacity in areas such as Health, Nutrition.

WASH, Protection. Education, Livelihood and Food Security, Economic Empowerment, Peace Building, and Capacity Building.

HRO manages donor-funded projects and maintains financial management, Internal control, and reporting systems aligned with Ethiopian regulatory requirements and international donor accountability standards. HRO is committed to transparency, strong governance, and the continuous strengthening of its financial and operational systems,

1.       Invitation to Tender

HRO hereby invites qualified, authorized, and certified audit firms to submit technical and financial proposals for conducting the annual external audit of its books of accounts for the fiscal year: January 1, 2025 - December 31, 2025

2.       Scope of the Assignment

The selected audit firm will conduct an annual external audit of HRO's financial statements in accordance with: -

▪  Applicable Ethiopian laws and regulations

▪  International Standards on Auditing (ISA), as adopted in Ethiopia.

Expected Deliverables:

▪  Management letter

▪  Audited financial statements

▪  Compliance observations

▪  Audit duration estimate 3-5 working days

▪  Language of reporting (English)

Key Information

▪  The audit firm will be based at HRO's Addis Ababa office during the assignment period.

▪  The contract commencement date is 4 February, 2026.

▪  The final audit report for FY 2025 must be submitted no later than 9 February, 2026.

▪  The audit firm must be registered with the Accounting and Auditing Board of Ethiopia (AABE) and possess renewed firm and individual competency certificates for the current year.

▪  Proven experience in auditing non-profit and non-governmental organizations (NGOs) is required.

▪  Experience auditing IPSAS based financial statements will be considered an added advantage.

▪  The technical proposal must clearly outline the audit approach. methodology, and work plan.

▪  HRO reserves the right to accept or reject any or all bids, in whole or in part, without assigning any reason.

Eligibility and Required Documents

Interested and qualified audit firms must submit the following documents as part of their technical and financial proposals:

▪  Company profile of the audit firm

▪  Qualifications and relevant experience of the proposed audit

▪  Renewed trade license for the current fiscal year

▪  Chartered Certified Accountant (CCA) Certificate

▪  Certificate of compliance issued by the Office of the Federal Auditor General

▪  Valid VAT and TIN registration certificates

▪  Annual audit fee proposal (inclusive of VAT)

▪  Professional CVs of the Audit Manager and other key audit staff

Evaluation Criteria

Proposals will be evaluated based on:

▪  Technical approach and audit methodology (30%)

▪  Relevant experience with NGOs/CSOs (15%)

▪  Qualifications and experience of audit team (15%)

▪  Financial proposal and cost effectiveness (40%)
