Positive Action for Development (PAD) invites eligible audit firms registered with the Accounting and Auditing Board of Ethiopia (ABBE) to submit bids for organizational annual external audit services for three consecutive fiscal years (2025-2027).

INVITATION TO BID FOR EXTERNAL AUDITOR REFERENCE NUMBER: PAD/01/26

Positive Action for Development (PAD) is an indigenous, non-governmental, non-profit organization, and legally registered Ethiopian civil society organization with registration number 2330. The organization was established on June 6/2011, with a mission to save lives, promote hope, end poverty, and achieve social justice through integrated and sustainable development approaches.

Positive Action for Development (PAD) invites eligible and certified audit firms registered with the Accounting and Auditing Board of Ethiopia (ABBE), and meeting the criteria outlined below & in the TOR, to submit bids for the provision of organizational annual external audit services for three consecutive fiscal years (2025-2027 GC).

1.       Requirements:

Requirement include but not limited:

▪  Audit firm must be licensed by AABE

▪  Renewed Business License and Business Registration

▪  TIN and VAT registration certificate.

▪  Proof of track record in this area and testimonies of related services

▪  At least three years of experience

Bid bond: 50,000 in the form of CPO.

Positive Action for Development (PAD) reserves the right to cancel the bid and reject all bids at any time prior to contract award. Tenders submitted after the deadline will be automatically rejected.

2.       Bid Collection, Submission, and Deadline Dates

2.1.  Bid Document Collection Dates

Interested bidders are required to purchase the bid documents by making a non-refundable bank deposit of ETB 1,000 into the Commercial Bank of Ethiopia (CBE), Account Number: 1000321092938, Account Name: Positive Action for Development (PAD).

To request the bid document, which is available from January 11, 2026, to January 20, 2026, 11:00 AM (05:00 local time), suppliers must submit a copy of the bank deposit slip, along with a copy of their valid ID and trade license, via email to procurement@padethiopia.org clearly referencing the bid number PAD/01/26. Requests submitted without those required attachments will not be considered valid.

2.2.  Bid Document Submission

The completed technical and financial proposal documents shall be submitted in a separate sealed envelope in person, indicating 'Bid Reference no.' in 'Original' and 'Copy' to our address in the bid box prepared for this purpose at PAD Head office, located in Lemi Kura Sub City Woreda 13 House no.
