1. 1. The Government of Ethiopia has received finance from OWNP-CWA phase II toward the cost of Water Supply, Hygiene and Sanitation Project for the procurement of proceeds of this credit to payments under the contract for Supply, Installation & Solarization of Solar Systems for 7 Diesel-Powered RPSS (AdeDawe, Beneya, Shochora, Udula-Matala, Damot Offa, Garbota and Birbiskela RPS) for Rural Water Supply and Sanitation Project.
   2. The South Ethiopia Regional States of Water & Energy Bureau now invites sealed bids from qualified eligible bidders who have Supplier & Electro-Mechanical Contractor Grade 5 and above having renewed registration licenses for the execution of Supply, Installation & Solarization of Solar System of the following activities;

1. 3. The Invitation is open to Contractor's and Supplier under Category Who has registered with the relevant offices in Ethiopia and renewed their License for the years and has registered from the relevant Organization/Authority/ who have the entire required registration & Competency certificates.
   4. Bidding will be conducted through a NATIONAL COMPETETIVE BIDDING (NCB) procedure specified in the World Bank's Guidelines: Procurement under IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines.
   5. Interested eligible bidders may obtain further information from the South Ethiopia Region Water & Energy Bureau, One WaSH National Program Management Unit, from 09:00 am to 12:30am & 1:30 pm to 5:30 pm from Monday to Friday.
   6. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application and copies of necessary renewed licenses with originals from South Ethiopia Regional States of Water & Energy Bureau, Procurement and Property Adm. Directorate, Room No, Dilla City, Telephone number 046 131 02 41, at or before 2:00 M. on 21 January 202 Upon payment of a non-refundable fee of Birr 1,000.00.

Method of payment will be in cash or account against receipt. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance and TIN certificate

1. 7. Bids must be delivered to the address below at or before 2:00 P.M. on 21 January 2026. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 2:30 P.M. on 21 January 2026.
   8. All bids shall be accompanied by a Bid Security to South Ethiopia Regional States of Water & Energy Bureau and shall remain valid for 120 (One Hundred Twenty) days. Insurance bonds are not acceptable. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document
   9. Bid shall be valid for period of 90 days after Bid Submission deadline.
   10. The South Ethiopia Regional States of Water & Energy Bureau reserves the right to reject all or part of the bid.
