Good Neighbors Ethiopia (GNE), a branch of Good Neighbors International (GNI), is a humanitarian and development organization that has been operating in Ethiopia for over 25 years, implementing child-centered community development and livelihood improvement programs across multiple regions.

GNE Invites eligible and licensed Audit Firms to submit sealed bids to conduct External Audit Services for three consecutive fiscal years (2025-2027). One firm will be selected based on technical and financial evaluations.

Scope

The assignment Includes annual financial, operational compliance, and integrated audits conducted within a fixed timeframe each year. The selected firm will conduct full audits of GNE's financial statements, review monthly documents assess internal controls and compliance, and provide an audit opinion, detail report (management letter), consolidation report, compliance findings, and status of prior recommendations. All audits will be conducted at Good Neighbors Ethiopia Head Office in Addis Ababa, and an exit meeting will be held at the end of each audit period.

All detailed requirements, Terms of Reference (TOR), and evaluation criteria will be clearly outlined in the tender document to be purchased by interested bidders.

Eligibility Requirements

Audit firms must submit valid and renewed documents, including a business license, AABE registration, professional license. TIN, VAT certificate, and all other mandatory legal documents. Firms must demonstrate experience with INGOs, IPSAS, ACSO compliance, qualified audit personnel, recommendation letters, and capacity to complete the audit within the specified timeframe.

Time Frame

The annual audit will be conducted from February 1-25, and the final audit report must be submitted by February 25 of each year. An exit meeting will be held at the end of the audit period.

 Proposal Requirements

Technical proposals must include methodology, team qualifications. audit plan. and relevant experience.

Financial proposals must state the annual audit fee, including all applicable taxes and timelines.

Tender documents may be purchased for ETB 600 from GNE Head Office, Ahmed Business Center (5th Floor), behind Balcha Hospital, during working hours, for five (5) working days from the date of this announcement.

Completed bids must be submitted on five (5th) day in the afternoon or before December 19, 2025, at 03:00 PM.

Bids will be opened on the same day. December 19, 2025, at 3:30 PM at the Good Neighbors Ethiopia Head Office, in the presence of bidders or their representatives.

GNE reserves the right to partially or fully cancel the bid, reject any or all bids, or modify the process at any stage without providing reasons.
