NOTICE OF INVITATION FOR BIDS

2. The Dire Dawa Development Association now invites scaled bids from eligible and qualified bidders for: Construction of B+G+7 Mixed Use Building (Location: Kezira, Kebele 03, Dire Dawa)
3. Intended Completion Date for the whole of the Works shall be 960 calendar days.
4. Bidding will be conducted through National Open Bidding Method procedure contained in public proclamation of FDRE and is open to all Eligible bidders.
5. Interested eligible bidders may obtain further information from Dire Dawa Development Association and inspect the bidding documents at the address given below from 7:30 AM-12:00 PM & 2:00-5:30 PM working hours.
6. Qualifications requirements include Contractors of category BC-2 or GC-3 & above with license valid for the 2018 EFY.
7. A complete, set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of ETB 1000 (one Thousand).
8. Bidders shall submit their Bids in two envelopes, the first envelop labelled as "Qualification Information and Bid Security and the second envelope "Financial Bid", separate sealed and the two envelopes sealed in on other outer envelope
9. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next. The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of bidders' representatives who choose to attend.
10. Bids must be delivered to the address below at or before 9:00 AM on December 23, 2025. Late bids will be rejected.
11. Bids Will Be Opened In The Presence Of Bidder's Representatives Who Choose to Attend at The Same Date of Submission at 9:30 AM.
12. All bids must be accompanied by a Bid Security of ETB 500,000.00 (Five Hundred Thousand Ethiopian Birr only) in the form of an Unconditional Bank Guarantee, or CPO. The Bid Security shall be valid for 28 days beyond the validity of the Bid.
13. The public body reserves the right to reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders.
