Project: Construction of Car Shed | Bishoftu, Centeral Oromia Zone, Oromia Region

1. Invitation

Erere Farmers' Cooperative Union invites eligible and qualified contractors to submit sealed bids for construction of a car shed, financed from the Union's allocated budget.

2. Location and Completion Period

The works are located at the Union Head Office, Bishoftu Town, Centeral Oromia Zone, Oromia, Ethiopia. Completion shall be within 60 calendar days from the contractual commencement date.

3. Procurement Procedure

The procurement shall follow open national competitive bidding procedures, applicable Ethiopian procurement laws and regulations, and the Union's internal bylaws. Eligible contractors meeting the bidding document requirements may participate.

4. Further Information

Interested bidders may obtain further information from the Union at the address in Section 10.

5. Bid Preparation and Submission

5.1 Technical Proposal: Submit one original and two copies in individually sealed envelopes marked ORIGINAL TECHNICAL PROPOSAL, COPY 1 – TECHNICAL PROPOSAL and COPY 2 – TECHNICAL PROPOSAL. Enclose these in one sealed envelope marked TECHNICAL PROPOSAL.

5.2 Financial Proposal: Submit one original and two copies in individually sealed envelopes marked ORIGINAL FINANCIAL PROPOSAL, COPY 1 – FINANCIAL PROPOSAL and COPY 2 – FINANCIAL PROPOSAL. Enclose these in one sealed envelope marked FINANCIAL PROPOSAL.

5.3 General: Technical and financial proposals must remain separately sealed and labeled. Place the bid security in the original technical proposal envelope. Copies must correspond to the originals.

6. Eligibility and Bidding Documents

(i) Renewed construction registration; (ii) valid certificate of competence from the relevant authority; (iii) renewed business license; (iv) valid tax clearance (v) VAT registration; and (vi) other documents required by the bidding document.

Documents are available from first newspaper publication during office hours, Monday–Friday.

7. Submission, Opening and Security

7.1 Deadline: Submit bids on the 22nd calendar day after first newspaper publication, no later than 4:00 a.m. Ethiopian local time (10:00 a.m.). Late bids will be rejected.

7.2 Opening: Technical bids will be opened on the same day at 4:30 a.m. Ethiopian local time (10:30 a.m.), in the presence of bidders or representatives wishing to attend. If the date falls on a non-working day, submission and opening move to the next working day.

7.3 Bid Security: Each bid must include security equal to 5% of the bid price, in the form of a Certified Payment Order (CPO) or unconditional bank guarantee using the prescribed form. The guarantee shall be payable upon first written demand subject to the bidding document terms.

7.4 Financial Opening: Financial proposals of substantially technically responsive bidders will be opened after technical evaluation results are posted on the Union notice board.

8. Performance and Eligibility

Contractors with poor performance records during the preceding five years, including contract termination or formal warnings for unsatisfactory performance, may be disqualified in accordance with applicable procurement requirements.

9. Mandatory Site Visit

Bidders are required to visit the project site before submission to assess site access, existing conditions, working space and construction requirements, and to account for these in their proposals.

10. Employer's Rights and Contact

The Union reserves the right to accept or reject any or all bids in accordance with applicable procurement rules.
