Invitation to Bid for External Auditor 

SOS Chretiens d'Orient Ethiopia Country Office (SOSCO Ethiopia) is an international non-governmental organization that has been operating in Ethiopia since January 2023. SOSCO Ethiopia invites expressions of interest from qualified and eligible audit service providers.

The organization's management has prepared financial statements for the year 2024.

The audit engagement will provide assurance to the user of these financial statements in accordance with the International Public Sector Accounting Standards (IPSAS) for the organization's statutory financial report for the year ending December 31, 2024, in compliance with the Federal Financial Reporting Proclamation No. 847/2014 and Council of Ministers Regulation No. 332/2014.

SOSCO Ethiopia invites interested and qualified auditors to submit sealed bids to audit its accounts for the year ending December 31, 2024

1. 1. Eligibility Criteria

Interested bidders must meet the following requirements:

Interested applicant firms must possess a valid practicing license from the Accounting and Auditing Board of Ethiopia (AABE). Additionally, applicant firms must:

1. 1. Hold a renewed trade license for the year 2017 EC.
   2. Provide a Taxpayer Identification Certificate
   3. VAT Registration Certificate.
   4. Evidence of Current Tax Payment
   5. Evidence of Years of Experience and Recommendations
   6. Show independence and objectivity in line with professional ethical standards of audit.
2. Submission Instructions

Bid must be delivered to address provided below on or before October 03, 2025, at 4:00 PM. Bids must be enclosed in a sealed envelope marked with the audit firm name address and type of bid. Since the request is an urgent, we will not accept bids later than the deadline specified above.

Bidders must submit

1. One (1) original and one (1) copy of the Technical Proposal and supporting documents
2. One (1) original and one (1) copy of the Financial Proposal.

The proposals should be enclosed in two separate sealed envelopes. Marked as "Original "and "Copy", and then placed in one large, sealed envelope clearly labeled as "SOSCO-Ethiopia Audit Service Bid 2024" Submission Address: Addis Ababa, Yeka Sub city, Kebele 08, Togo St., on 1st floor of Aloe Vera Building next to Misrak Polytechnic College, Room No. 102.

3. Bid timeline and opening 

The bid will remain open from September 29 to October 03, 2025, with the following key dates.

   2. Bid opening date: October 06, 2025 9:00 AM
   3. Venue: SOSCO-Ethiopia Office

Late submissions will be rejected and returned unopened.

4. Key Deliverables

The selected audit firm is expected to provide:

4. 1. Bid Documents: Sealed bids to audit its accounts for the year ending December 31, 2024.
   2. Independent Auditor Report: Expressing an opinion on the fair presentation of financial statements.
   3. Management Letter: highlighting the significance of internal control weaknesses and other pertinent audit findings with recommendations. 
5. Evaluation Process

Technical and financial proposals will be evaluated with a weight of 80% and 20%, respectively. Only bidders scoring above the minimum threshold in the technical evaluation will have their financial proposals opened and considered.

The bidder with the highest combined score will be declared the winner and invited to sign a contract. Bidders who do not meet the requirements listed in section 1 will be automatically disqualified.

7. Right to Accept or Reject
