ANNOUNCEMENT FOR RECRUITING AUDIT FIRM

Operation Smile is a nonprofit medical service organization founded in 1982 by William P. Magee Jr. and his wife Kathleen (Kathy) S. Magee. It is headquartered in Virginia Beach, Virginia. What started as a family-led, medical mission-based organization has grown into a global network of passionate individuals united under the belief that access to safe surgery is not a privilege but a universal human right.

Operation smile has been registered as foreign charity (Reg No-6985) and opened representative office in Ethiopia since September 2023.

Operation Smile requires an External Auditor to audit its financial records running from December 2023 to June 2024 and from July 2024 to June 2025 in separate phases. The accounting/fiscal period for OSE runs from July 1-June 30 of each year. In addition, the financial statements are prepared in accordance with IPSAS.

Deadline for submitting technical and financial audit proposals is 10 calendar days from the date of this announcement, to Operation Smile Ethiopia (OSE) office in person through its location address mentioned at the bottom.

THE EXTERNAL AUDITOR WILL:

• Perform a standard financial audit of Operation smile's Ethiopia annual financial activity to determine its financial status and compliance with policies and procedures,
• Perform auditing and accounting tests to determine the reliability, integrity and internal control system.
• Examine accounting records such as general ledgers, income/expenditure accounts, source documents and payroll journals to verify that transactions have been properly recorded and are in compliance with applicable regulations,
• Prepare an Audit Report and Management letter with recommendations for corrective action applying professional judgment and interpretation of applicable rules and standards,
• Finalize the audit report within 20 to 25 days and submit the Report to OSE-as per the agreed up on timeline.
• Perform other audit services like cost verifications and other tasks that may be required in between the fiscal period by donors or partners.

REQUIREMENTS

• Certificate of Competence from Accounting and Audit Board of Ethiopia
• Company profile/CVs of the people who participates in the audit
• Renewed license for the current period.
• VAT Registration and TIN Certificates
• Previous experience with recommendation letters in auditing NGOs.
• Time to accomplish the audit

A formal letter of engagement specifying the scope of audit shall be prepared and signed between the management and the auditor prior to the beginning of the assignment. The letter of engagement shall also clearly spell out the responsibilities of the two parties.
