1. Thee Gambella Regional State Water and Energy bureau has received a budget from UNICEF and advertise the bid for the following work

2. Gambella Water and Energy Bureau now invites Wax-sealed bids from eligible bidders who has Renewed Relevant License for 2017 E.C, registered for VAT and has recent tax clearance certificate that enables the bidder to participate in bids and registered in Suppliers' list for which this Invitation for Bids is issued.
3. Interested eligible bidders may obtain further information from the address given below and inspect the Bidding Documents at that address from 7:30 AM to 12:30 AM and 3:00 PM to 5:30 PM; Monday to Friday.
4. Bidding is open to bidders that have completed contracts of a similar type and quantity in the last Five years. Additional details are provided in the Bidding Documents.
5. A complete set of Bidding Documents in English may be purchased by interested bidders from Gambella National Regional State Water and Energy Bureau, at office of procurement department at the address given below, upon payment of ETB 200 (Two Hundred ETB) non-refundable fee. The method of payment will be in cash against receipt. The Bidding Documents will be collected by a person delegated by the bidder.
6. All bidders are required to submit bid bond of ETB 80,000 (Eighty Thousand ETB) in the form of Bank Guarantee, or certified payment order (C.P.O). The Submission of the bid Security shall be in Separate envelope, sealed in the outer envelope or in the Original Technical Proposal.
7. The technical and financial proposals have to be separately prepared and sealed with all necessary copies (Two copies) as indicated in the Instruction to Bidders and Bid Data Sheet.
8. Bids must be delivered to the Gambella National Regional State Water and Energy Bureau, office of procurement department Block 3, Room No 5, P. O. Box 29 at Gambella; Telephone number +251 47 551 0091/0407
9. Bids will be closed on August 15, 2025 at 3:00 PM and will be opened in the presence of the bidders' representatives who choose to attend in person on the same date at 3:30 PM at the Gambella National Regional State water, and Energy Bureau, Procurement Department, block 3, Room number 5, P.O. Box 2
10. Bids shall be valid for a period of Sixty (60) days after Bid opening and must be accompanied by bid security of ETB 80,000 (Eighty Thousand) in the form of unconditional Bank guarantee or CPO.
11. Gambella Regional State Water and Energy Bureau reserve the right to reject all or part of the bid.
