INVITATION TO BID FOR AUDIT SERVICE

Yehulu SACCO, here in after referred to as "the SACCO", invites interested and qualified auditors to submit sealed bids to audit its accounts for the year ending July 07, 2025. The audit service shall provide assurance on special purpose financial statements in accordance with the Cooperative Preclamation No. 985/2016.

1. Eligibility Criteria

Interested bidders must meet the following requirements:

• Possess a valid practicing license from the appropriate regulatory authority (e.g., Accounting and Auditing Board of Ethiopia - AABE).
• Hold a renewed trade license.
• Provide a Taxpayer Identification Certificate and/or VAT Registration Certificate, as applicable.
• Demonstrate a proven track record in conducting external audits of similar size and complexity, preferably within the SACCO or financial cooperative sector.
• Have a qualified audit team with expertise and experience (e.g., ACCA, CPA, or equivalent).
• Show independence and objectivity in line with professional ethical standards.
• Submit a Bid Security (Bond) in the amount of ETB 5,000.00, in the form of a CPO issued by a recognized bank.

2. Submission Instructions

Bidders must submit:

• One (1) original and one (1) copy of the Technical Proposal, Financial Proposal, and CPO.
• The proposals should be enclosed in two separate sealed envelopes, marked as "Original" and "Copy", and then placed in one large sealed envelope clearly labeled as "Audit Service Bid in - Yehulu SACCO".

3. Bid Timeline and Opening

• The bid will remain open for 15 consecutive days from the first date of announcement in Addis Zemen newspaper.
• Closing Date & Time: On the 15th day at 8:00 AM local time.
• Opening Date & Time: Same day at 8:30 AM local time.
• Venue: Yehulu SACCO Head Office, Hawassa, NIB Bank Building, 5th Floor, Office No. 19.
• Late submissions will be rejected and returned unopened.

4. Deliverables by the Selected Auditor The selected auditor is expected to provide:

• Independent Auditor's Report: Expressing an opinion on the fair presentation of financial statements.
• Management Letter: Highlighting significant internal control weaknesses and other pertinent audit findings with recommendations.

5. Evaluation Process

• Only bidders scoring above the minimum threshold in the technical evaluation will have their financial proposals opened and considered.
• The bidder with the highest combined score will be declared the winner and invited to sign a contract.
• Bidders who do not meet the requirements listed in Section 1 will be automatically disqualified.

7. Right to Accept or Reject

Yehulu SACCO reserves the right to accept or reject any or all bids, in whole or in part. and cancel the bidding process at any time without assigning reasons.
