INSTRUCTION TO BIDDER FOR THE AUDIT OF ACCOUNTS OF CISP ETHIOPIA

1. 1.Information about the Prospective Client

CISP (International Committee for the Development of Peoples) is a non-governmental international cooperation and voluntary service organization. Its headquarters is in Rome, Italy. It has been operating in Ethiopia since 1986.

In the context of Ethiopia, CISP has been involved mainly in the areas of integrated rural development (with particular emphasis on water & sanitation, micro-enterprise development and small holder agriculture) and emergency relief interventions in different regions of the country.

CISP Ethiopia works in a variety sector but has particularly targeted: 1) Food Security and Resilience, 2) WASH, 3) Education, 4) Intervention to alleviate Irregular Migration, and 5) Emergency Response as cross-cutting. Concentrating on these target sectors has enabled our organization to ensure focus and coherence in its programming.

CISP Ethiopia is an international humanitarian organization with its head office based in Addis Ababa. CISP Ethiopia has also offices at 6 operational project locations in Yabello (Borea Zone), Chiro (West Hararghe Zone), Adigrat (Eastern and Central Tigray Zone), Mekelle (Southern Tigray Zone), Jigjiga Somali National Regional State, Assosa BGRS and Filtu (Liben Zone of Ethiopian Somali Regional State). CISP Ethiopia's estimated average annual operating budget is more than ETB 200 million, including in kind contributions for its operations.

CISP Ethiopia was re-registered by the Federal Democratic Republic of Ethiopia Ministry of Justice Charities and Societies Agency as Foreign Charity in accordance with the Charities and Societies Proclamation No. 621/2009 under Registration No. 0914. CISP Ethiopia is also under process to re-register with Civil Society Organization Agency as per Proclamation No 1113-2019.

As per Proclamation Number 847/2014 and the Council of Ministers directive No. 332/2014, CISP Ethiopia is also registered with Accounting and Auditing Board of Ethiopia (AABE) as a Public Interest Entity with Identification No 0000001951 and Registration No CHA/0000000254/10.

2.Invitation to Bidders

You are invited to submit a proposal to conduct an audit of CISP Ethiopia's books of accounts for the period 1st January 2024 to 31st December 2024 and also for subsequent two year pending on availability of funding and also meeting performance requirement. Proposal should be submitted in two separate envelopes: one for technical proposal and one for financial proposal. The proposal of the apparent successful bidder will set grounds for future negotiation.

   1. Objectives and Scope of Audit

The objective of this tender is to have the accounts and related financial reports of CISP Ethiopia office to be audited for the period 1st January 2024 to 31st December 2024.

The Scope of Audit is:

1. To conduct a financial audit on books of records of CISP Ethiopia Office in accordance with International Standards on Auditing, donors’ requirements, and the relevant Proclamations by Ethiopian Government (Organizations of Civil Societies Proclamation No. 1113-2019, A Proclamation to Provide for Financial Reporting).
2. To express an opinion on the financial statements of CISP Ethiopia based on the financial audit.
   2. Eligible Bidders

This solicitation is open to any duly licensed auditing firm in Ethiopia which appears on the lists of acceptable auditing firms maintained by AABE.

As part of their Technical Proposal, bidders are required to attach as annexes copies of their:

1. Certificate of Professional Competence issued by AABE and other related international institutions:
2. Renewed Trade License with tax clearance certificate for the 2010/11 Ethiopian Fiscal year:
3. Value Added Tax (VAT) certificate
4. Tax Identification Number (TIN) certificate
5. Insurance for professional indemnification

Interested Auditors/firms should collect the full TOR from the CISP Ethiopia office starting from 18th November 2024 to 23rd November 2024 during CISP Ethiopia Working Hour,

Deadline to submit the proposal is 5th December 2024 at 5:00 PM. All applications clearly

marked as "AUDIT OF CISP ETHIOPIA BOOKS OF ACCOUNTS-2024" should be

submitted in person to CISP Ethiopia, Logistics & Procurement Department, Addis Ababa.
