The Ethiopia Postal Service Enterprise /EPSE/ invites all interested lLocal and forgn eligible bidders in this Interational Competitve Bid /ICB/ for Ito Procurement od a Country Automation System through open tender.

1. A completes set of bidding document in Enflish shall be obtained by eligible bidders upon payment of a non refundable fee of birr 500.00 /Five hundred/from the Head Quarter Office's secind floor at Procurement and Property Adminstration Department.

2. Bidders can obtain the bid document starting from Jun 13,2023 during office hours from Monday to Friday 8:30 am -12;30 am and 1:30pm -5:00 pm drom the address mentioned below.

3. The bid document are expected to be submitted with seald envelops.

4. Address Ethiopia Postal Service Enterprise Hedquarter Procurement and property Adminstration Department The bid Document will beopend on the HQ'S 2nd floor.

5. Intersted bidders are expected to fulfill the Requreements stated here below:

a/ Bids Security.

b/ Certificate or registration,

All local firms organized and licensed under the laws of Ethiopia qualify to bid are invited to paryicipate in this invitation to bid and must fulfill the following requirements in additiona to the above mentions requiremens.

c/ Valid and renewed trade licencese for the year,

d/ Taxpayer's registration certificate.

e/ Value added tax certificate and,

f/ Tax clearance certificate,

6,Qualification requirements include:licensed by the regulatory authoority. in the country of the supplier tp supply the software hardware and networking And also need to com up with inspection certificate and supplier registeration certificate from the Regulatory Agency A margin of preference for developed software in Ethiopia and local companies shall be applied.

7.. Additional details and the specifcation of the required Installation and Commissing of the Counter Automation System are provided with the bidding documents.

8. Bid  proposal must be seald separately for the techinical and financial document and submitted during office hours at the address mentioneed under numbers 4 fore the bid closing date and time.

9. Bid propsal must be accompanied by a bid bond of Birr 100,000.00 /one hundred thoused/ in the form of CPO from a recognaized Bank and shuld be enclosed wth the technical document.

10. This bid will be closed on July 19,2023 at 02:00 PM and will be opend om the same date at 02:30 PM /after 12 an hour/ in the presenceoof bidders or ther reprwsentatives who choose to attend  at the address mentioned under serial number 4.. Late bids will be rejected and returned uponpened.

11.Bidders are advised to review the bid document carefully befor subtiting their bid and failure to observe the instruction and conditions in the bidding document will constitute ground for rejevtion.

12. Ethiopia Postal Enterpese reserves the right to accept or reject any or all proposalswith out giveing any reason thereof.
