1. Project Background

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank towards the cost of the Ethiopia Expressway Development Support Project; and intends to apply part of the proceeds to payments to finance the Individual Consultancy Service for the Implementation of the Livelihood Restoration Plans for the Modjo – Hawassa Expressway Project.

The LRP aims at improving the livelihoods of the impacted communities, and to restore their situation at least to pre-displacement levels. To this end, the livelihood and income restoration plan targets those individuals and groups who are and will be at risk of losing their livelihood and income due to the loss of more than 20% of their farmland and those PAPS who lost their business in town sections. Of the total road project affected households of all four Lots around 2,458 households are found eligible for the Livelihood Restoration program.

The livelihood and income restoration plan broadly identified both land-based livelihood strategies such as modem crop cultivation, dairy farming, and animal fattening and non-land-based business strategies including petty trading, hotel, local food productions, and beverage makings, to absorb the intended target beneficiaries. To implement this plan on the ground, ERA seeks to hire and assign a dedicated and competent Livelihood and Income Restoration Expert to be based in the project sites to guide and expedite the implementation of the LRPS prepared for the four LOTS with due professional input, close follow-up, series of consultations and advises.

2. Objectives and Duration of the Assignment

The overall objective of the assignment is to ensure the proper implementation of the LRP which eventually helps to minimize the socio-economic adverse impacts of the involuntary resettlement and to enhance the development impact of the project by enabling affected people to share various project benefits, restore incomes, and thereby improve their living standards.

The specific objectives of the Individual Consultancy service are:

  • Convert the cleared LR Plans into reality
  • To lead and Coordinate the implementation of LRP on the design and build of Modjo- Hawassa for the four LoTs at a grassroots level
  • Provide the necessary professional and technical support, guidance, and assistance to ERA to make sound and evidence-based decisions regarding the LRP implementation.
  • Conduct consultations with the LRP target PAPs and stakeholders including CBOS
  • Re-establish and strengthen GRM committees together with the PAPs and Woreda officials in Woredas where the exiting GRM committees are non-functional as well as provide the required capacity-building training to the committee members as necessary.
  • Work closely with the woreda and kebele administration to ensure the proper and smooth implementation of the LRP
  • Together with the responsible body, facilitate the establishment of cooperatives as required by the LRP
  • Organize capacity-building training listed in the LRP for the PAPs in consultation with the woreda administration and other concerned bodies
  • Ensure the budget allocated for the PAPs has been utilized for the intended purpose and reach to the specific PAPs identified in the LRP.
