1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Development Response to Displacement Impacts Project Phase II (DRDIP II), and intends to apply part of the proceeds toward payments under the contract for the Procurement for the Supply, Installation, and Commissioning of Hatchery Equipment including Medium-scale animal feed processing plant Systems Poultry Multiplication For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of Agriculture now invites sealed Bids from eligible Bidders for the Procurement for the Supply, Installation, and Commissioning of Hatchery Equipment including Medium-scale animal feed processing plant Systems for 2 Poultry Multiplication Centres (Amhara and Somali Regions)

3. The delivery of the goods is expected to be four months from the signing of the contract.
4. Bidding will be conducted through open competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" Seventh Edition. September 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from Ministry of Agriculture. Procurement Executive, and inspect the bidding document during office hours from 8:30am to 12:30 AM and 1:30 PM to 5:30 PM from Mondays to Thursdays, and on Fridays from 8:30 AM to 11:30 AM and 1:30 PM to 5:30 PM local time at the address given below.
6. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following the specifications stated in the bidding documents.
7. Interested eligible Bidders may obtain further information from Ministry of Agriculture (MoA), e-mail:amaha.gebremedhin@moa.gov.et and inspect the bidding document during office hours 8:30 A.M. to 5:30 PM at the address given below.
8. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1,000 (One Thousand Birr Only) or equivalent amount in a freely convertible currency. The method of payment will be in cash/cashier's check. Payment to account No. 1000009144009 (Ministry of Agriculture) with a presentation of deposit slip. Bidders who wish to have the bid document delivered to their address by a courier service pay an additional amount of ETB 5,000.00 or equivalent amount in a freely convertible currency for courier service charge or send a prepaid courier service coupon to the purchaser address below. However, the purchaser shall not be responsible for a loss or delay in the delivery of the mail and shall not entertain requests for extension on account of such delay.
9. Bids must be delivered to the address below on or before December 7, 2026 at 10:00 A.M. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "Original Bid" and the inner envelopes marked "Technical and Financial parts" will be opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on December 7.2026 immediately after the bid submission time deadline.
10. All Bids must be accompanied by a Bid Security of ETB 1,500,000.00 (One Million Five Hundred Thousand Birr Only) or equivalent amount in a freely convertible currency.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
