TENDER INVITATION FOR THE PROCUREMENT OF GLUCOMETERS, BLOOD GLUCOSE TEST STRIPS, AND BLOOD LANCETS

1. Background
The Ethiopian Diabetes Association (EDA) is implementing a project supported by the World Diabetes Foundation (WDF) aimed at improving diabetes and hypertension prevention, screening, diagnosis, and management services in Ethiopia. As part of the project intervention, EDA intends to procure Glucometers, Blood Glucose Test Strips, and Blood Lancets for use in diabetes screening and patient care activities.
EDA hereby invites eligible and qualified suppliers to submit sealed quotations for the supply and delivery of the following items.
2. Items Required

3. Technical Requirements
Glucometer
- Portable and easy to operate.
- Plasma-equivalent glucose measurement.
- Measurement result within 5-10 seconds.
- Capillary whole blood sample.
- Memory capacity for storing test results.
- CE Mark, FDA approval, or equivalent international quality certification.
- Minimum warranty period of one year.
- User manual in English.
Blood Glucose Test Strips
- Compatible with the proposed glucometer model.
- Long expiry period (minimum 18 months upon delivery).
- Individually packed or securely packed in manufacturer containers.
- Appropriate storage conditions clearly indicated.
Blood Lancets
- Sterile, disposable, single-use blood lancets.
- Safety design to minimize accidental needle stick injuries.
- Individually packed or manufacturer standard packaging.
- Minimum expiry period of 18 months upon delivery.
4. Supplier Eligibility
Interested suppliers shall provide:
- Valid business license.
- Tax Identification Number (TIN) certificate.
- VAT registration certificate.
- Company profile.
- Evidence of previous experience in supplying medical devices or diagnostic products.
- Product registration certificate from the Ethiopian Food and Drug Authority (EFDA), where applicable.
5. Submission Requirements
The quotation shall include:
- Detailed technical specifications of the products offered.
- Unit price and total in Ethiopian Birr (ETB).
- Delivery schedule Immediately after approval ( within a week )
- Warranty and after-sales support details.
- Product brochures and quality certificates.
- Validity period of the quotation (minimum 60 days).
6. Delivery Location
The successful bidder shall deliver the items to the Ethiopian Diabetes Association headquarters, Addis Ababa, Ethiopia, Bole, Behind skylight Hotel
7. Evaluation Criteria
The quotations will be evaluated based on:
- Compliance with technical specifications.
- Product quality and certification.
- Delivery time.
- Supplier experience and reliability.
- Competitive pricing and
- Social responsibility history
8. Submission Deadline
Interested suppliers shall submit their sealed quotations no later than October 21/2026
