FOR THE PURCHASE OF CONSULTANCY SERVICE

Water and Land Resource Center (WLRC) invites sealed bids from eligible and qualified bidders for the Provision of Consultancy Service – Mid Term Review (MTR) of the BRIGHT Project – as per the detailed TOR provided with the bidding document.

1. Interested and eligible consultant firms may purchase the bidding document upon payment of a non-refundable fee of ETB 1,000 (One Thousand Birr) from the WLRC Procurement and Property Unit, located around Lamberet Cross Boarder Bus Station, Addis Ababa.
2. Bidders must submit valid and renewed legal documents, including:
   • Service License at least for the year 2018 E.C.
   • Business Registration Certificate
   • Tax Identification Number (TIN)
   • VAT Registration Certificate
   • Current Tax Clearance Certificate
   • Any other relevant supporting documents, including testimonies of excellence/customer satisfaction
3. All bids must be accompanied by a bid security (CPO only) equal to 2% of the total bid amount, valid for at least 28 working days beyond the bid validity period, and enclosed in a separate sealed envelope.
4. The bid documents must be submitted (inserted in the bid box) in three separate sealed envelopes:
   • Envelope 1: Technical Offer (clearly marked “TECHNICAL OFFER”)
   • Envelope 2: Financial Offer (marked “FINANCIAL OFFER – ORIGINAL”)
   • Envelope 3: Financial Offer (marked “FINANCIAL OFFER – COPY”)
     These, together with the bid security, shall be enclosed in a single outer envelope, properly sealed and signed, and addressed to the WLRC at the address below.
5. Bidders must include their detailed proposal in their submission as part of the technical document.
6. The bid closing date shall be October 26, 2026, at 2:00 PM, and bids will be opened on the same day at 2:30 PM in the presence of bidders or their representatives at the WLRC Conference Room, Addis Ababa.
7. If the bid closing and opening date falls on a public holiday, the bid closing and opening shall be carried out on the next working day.
8. Bidders are strongly advised to carefully read and comply with all instructions in the bidding document and TOR.
9. Failure to comply with any of the above requirements (from S/no. 2 to 8) shall result in automatic rejection of the bid.
10. The Water and Land Resource Center (WLRC) reserves the right to accept or reject any or all bids and to annul the bidding process at any time without thereby incurring any liability to the bidders.
