- The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Groundwater for Resilience Project, and intends to apply part of the proceeds toward payments under the contract for the Procurement of supply, installation, testing & commissioning of center pivot irrigation system, submersible pumps, solar modules, battery storage systems, and delivery pipelines for the development of 255 ha ground water based pressurized irrigation system. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Federal Democratic Republic of Ethiopia, Ministry of Irrigation and Lowlands now invites sealed Bids from eligible bidders for the procurement of supply, installation, testing & commissioning of center pivot irrigation system, submersible pumps, solar modules, battery storage systems, and delivery pipelines for the development of 255 ha ground water based pressurized irrigation system, quantities as specified in the BOQ, location Oromia Region, Borena Zone, Dillo Woreda, Goray Kebele, Melka Sedeka, Teltele Woreda, Mermero Kelo Kebele, Mermero Kelo, and Elwoye Woreda, Saba Kebele, Bule Cobi, delivery period 210 days. No margin of preference shall apply. Bidders are required to meet the following major criteria:
Financial Capability The Bidder shall submit audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last five years (January 1st 2021-2025) prior to bid submission deadline, demonstrating the current soundness of the Bidder's financial position. For a joint venture, this requirement shall be met by each member Average Annual Turnover Average annual turnover: Minimum average annual turnover, calculated as total certified payments, USD 1,875,000.00 or equivalent received for con- tracts in progress or completed, within the last five years (ie., 2021 to 2025). For a joint venture, this requirement may be met by all members combined Specific Experience The Bidder shall demonstrate that it has successfully completed contracts with Number, and value shown below within the last five years prior to bid submission deadline that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined, and each JV member shall demonstrate that it has successfully and substantially completed at least one (1) contract with a value of at least USD 750,000.00 or equivalent within the last five years that are similar in nature and complexity to the Goods and Related Services under the Contract. - At least one (1) contract with a value of at least USD 1,500,000.00 or equivalent; or
- At least two (2) contracts, each with a value of at least USD 750,000.00 or equivalent.
Documentary Evidence - The bidder (including for JV each member of the JV), Subcontractors, suppliers and/or manufacturers proposed by the bidder shall declare any con- tracts that have been suspended or terminated, and/or other contractual remedies applied including calling of performance security by an employer, for reasons of breach of forced labor obligations in the past five years using the Form for: Forced Labor Performance Declaration.
- The bidder shall furnish as part of its bid, the documentary evidence that the goods conform to the technical specification and usage standards specified in section VII-Schedule of Requirements.
- Product ISO and/or Equivalent Quality Certificate should be submitted with the bid in compliance with specification.
- Product data sheets, broaches, and/or catalogue shall be submitted.
- Necessary operational/user manual shall be submitted
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's Procurement Regulations for IPF Borrowers Seventh Edition dated September 2025, ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. - Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.
- Interested eligible Bidders may obtain further information from the Ministry of Irrigation and Lowlands, Engineering Procurement Lead Executive 4th Floor, Mr. Daba Jinfesa Shanko, Engineering Procurement Lead Executive, Dabajshanko@gmail.com and inspect the bidding document during office hours from 8:30-12:30 hours Ethiopian Time and 13:30-17:00 hours Ethiopian Time from Monday to Friday at the address given below.
- The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 50.00 or ETB 8,000.00 or equivalent in a freely convertible currency. The method of payment will be in cash payment with CBE account 1000279991609 by the name Ministry of Irrigation and Lowlands - Horn of Africa Groundwater for Resilience Project. The document will be issued for bidder's representatives in person.
- Bids must be delivered to the address below on or before November 02, 2026, at 14:00 hours Ethiopian Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on November 02, 2026, at 14:30 hours Ethiopian Time. All envelopes marked "SECOND ENVELOPE: FINANCIAL PART" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a bid security of USD 40,000.00 (USD Forty thousand only) ETB 6,500,000.00 (ETB Six million five hundred thousand), or equivalent amount in a freely convertible currency.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
- All bids must be accompanied by a Forced Labor Performance Declaration and a Forced Labor Declaration in the form provided in the bidding document.
