The Federal Democratic Republic of Ethiopia has received financing from the International Development Association (the World Bank) toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (HOAI- RECORD), and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") seeks the service of a qualified and experienced Financial Management Specialist, who shall be responsible for the overall management of Finances of the Project at the Ministry of Transport and Logistics (MOTL), Horn of Africa Initiative (HOAI): Regional Economic Corridor Project. The Financial Management Specialist will ensure the compliance of the components to the World Bank Procurement Regulations. The duration of consulting service is for 12 months with possible extension based on satisfactory performance.

The Federal Ministry of Transport And Logistics, Horn of Africa Initiative: Regional Economic Corridor Project now invites eligible Financial Management Specialist to indicate their interest in providing the Services.

Interested Financial Management Specialists should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: academic qualification, general and specific experience in the field, and experience in the Region.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" 7th Edition (September 2025) ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
