The Government of Federal Democratic Republic of Ethiopia has received financing from IDA toward the cost of the Agricultural Growth Program (AGP), and intends to apply part of the proceeds for the Consultancy Service for Preparing Technical Guidelines for Identifying, Planning, and Feasibility Study, Detail Design, and Construction supervision, Contract Administration & Operation & Maintenance of Small- Scale Irrigation Projects.

Objectives of the assignment

The main objective of the consultancy service is to develop comprehensive nationalstandard guideline for identifying, planning, feasibility study, detailed design, construction management including contract administration and management of SSI projects supplied from head works[1]of all typologies using various irrigation systems [2]in Ethiopia.

Scope of the assignment

The consulting services ("services") include:

To achieve the objective of the service, the consultancy work is dividedinto the following two phases:-

Phase I:  Review and Identification of gaps: All existing guidelines prepared locally by different institutions and currently in use will be collected, reviewed and gaps will be identified together with recommendations on how to fill the gaps. In addition, assess international experiences related to the assignment and recommend how to integrate with the local context for the preparationof well articulated and workable national guideline.

Phase II.   Preparation of a comprehensive national standard guideline: Based on the results of Phase I, guidelines for identifying, planning, feasibility study, detail design, construction management (including contract administration) and management of SSI projects will be prepared.

The Ministry of Agriculture now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Experience in the field of assignment, technical and managerial capabilities of the firm, their core business and years in business and qualification of key staffs.

A Consultant will be selected in Quality and Cost Based Selection (QCBS) selection method set out in the Procurement Guideline of the World Bank.
