The Federal Democratic Republic Ethiopia has received financing from the World Bank toward the Public Financial Management Project /PFMP, and intends to apply part of the proceeds for consulting services.
The objective of the project is to improve efficiency, transparency and accountability of public expenditure management at the federal and regional levels. The project will help Ethiopia to further reduce extreme poverty and promote shared prosperity by strengthening the effectiveness of internal control systems to ensure proper expenditure management. By streamlining and automating financial management systems, the project will particularly improve budget planning and execution, payroll processing and financial reporting. The project will also improve the regulatory and institutional framework for procurement which is a major part of public expenditure. In addition to introducing a certification program for procurement staff, the project will enhance the capacity of federal and regional procurement regulatory bodies in market research, data collection and performance monitoring.
Since their establishments, Federal Ethics and Anti-Corruption Commissions (FEACC) and Regional Ethics and Anti-Corruption Commissions (REACCs) have scored some significant results in fighting corruption. However, to date, FEACC and its regional counterparts have been using the usual and conventional approach in education, prevention, investigation and prosecution. Some of the researches conducted have indicated that the delivery of the commission could not be compatible with the public expectation. Based on these pressing needs and its desire to become one of the best Anti-Corruption institutions in the world in 2023, filling the capacity gaps that exists between delivery and expectation has become an imperative priority for FEACC.
As one of the implementing agencies of the Public Financial Management Project, the Federal Ethics and Anti-corruption commission has planned to conduct an assessment of capacity of regional Ethics and Anti-Corruption Commissions of Afar, Gambella and Somali National Regional States in terms of accomplishing their mandates and responsibilities. The assessment process is expected to explicitly indicate key capacity gaps in these selected Region’s Anti-corruption Commissions and indicate key actions to ensure the identified gaps are addressed effectively.
