EXPRESSION OF INTEREST

The World Bank represented by the Ethiopian Roads Administration has allocated funds and intends to apply part of the proceeds of these funds towards the cost of the Consultancy Service of International Experienced Professional Claims Expert for the Design and Build of Modjo – Hawassa Highway Project; Phase II: Zeway – Hawassa, Lot III:  Batu (Ziway) – Arsi Negele (57.1 Km) of the Federal Road Network.

The main objective of the individual consultancy service is to conscientiously fulfill to the highest professional standards the role of a claims and disputes expert directly on behalf of ERA throughout the entire construction period. The entire assignment is expected to be completed within a period of 12 (twelve) months after contract signing.

The Ethiopian Roads Administration now invites qualified individual professionals to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the service. The following criteria will be used to assess the Expression of Interest documents;

• M. Sc. Degree in Civil Engineering, Construction Technology and Management, Construction Law or Related Fields
• Years of General experience in Contract Administration and Claims Handling in Road/Railway Construction and/or Design Projects
• Experience of Direct Involvement in Handling of Claims and/or Disputes on Road Construction or Rehabilitation Projects Representing Any Parties in the Construction Contract (Client, Contractor, Consultant)
• Experience in Road Construction and/or Supervision and/or Contract Administration of FIDIC Based Contracts as a Claim Expert and or Dispute Expert in Developed Countries Representing Any of the Parties
• Experience in Sub Saharan African Countries
• Membership of Relevant Professional Institutions/Associations

Eligibility criteria, establishment of the shortlist and the selection procedure will be in accordance with the World Bank Guidelines for the Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 revised July 2014, and is open to all eligible Bidders as defined in the Procurement Guidelines.

Expression of Interest clearly marked “Expression of Interest for the Post of Technical Assistance in Contact Management” must be delivered in three (3) hard copies or electronically to the address below on or before April 25, 2022 at 17:00 hrs. (East African Standard Time). Please note that the number of pages of the Expression of Interest document shall not be more than 30 (thirty) pages.
