1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the OROMIA FORESTED LANDSCAPE PROGRAM and intends to apply part of the proceeds of the financing towards the payments under the contract for Procurement of Vehicles.

2. The Oromia Environment, Forest and Climate Change Authority now invites sealed bids from eligible bidders for Procurement of 26 units of double cabin pickup and 1 unit of Station Wagon (Hardtop) Vehicles.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods  under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition, revised July 2014, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. Interested eligible bidders may obtain further information from Oromia Environment, Forest and Climate Change Authority, Procurement, Finance and Property Administration Directorate, REDD+ Coordination unit (ORCU), inspect the bidding documents during office hours 08:30AM to 05:00 PM from Mondays to Fridays at the address given below.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 1300 (One thousand three hundred Birr only) or USD 50 (USD Fifty only) or equivalent amount in a freely convertible currency. The method of payment will be Cash against receipt. The document will be sent by air mail, surface mail, courier as appropriate or can also be delivered to authorized agent of the bidders upon covering such costs by the bidder.

6. Bids must be delivered to the address below on or before 30 January 2018, at 10:00 AM Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 30 January 2018, at 10:30 A.M.

7. All bids must be accompanied by a Bid Security of ETB 500,000.00 (five hundred thousand birr) or USD $ 18,500.00 (USD Eighteen thousand, Five Hundred only) or its equivalent in freely convertible Currency) as specified in the Data Sheet.
