To: All contractors of category Electro Mechanical Suppliers / Importers having a license valid for the year 2018 EC and can present registration certificate for supply service from concerned organization.

1.       ANRS Housing Development Enterprise has invited wax sealed bids comprising of Technical & Financial Proposal from eligible Bidders for providing all the necessary labor. material & equipment for the Supply, Install, Test and Commissioning of Lift Machine for the Building Project, at (Bahir Dar Kebele-01 & 15, Woldia and Dessie Towns) in Amhara Region /9 lift machines.

2.       Both the pre-qualification (Technical) and non-priced (Financial) bid documents may be obtained by any interested eligible bidders in ANRS Housing Development Enterprise main office. Bahir Dar kebele 03/ Bahir dar health center on the south direction /, Office no.305 buy a bid document Upon payment of non-refundable birr 800 (Eight Hundred) to whom all inquiries and Correspondences should be addressed.

3.       Each bid must be accompanied by an acceptable bid bond, at the Bidder's option, in any of the following forms: An unconditional Bank Guarantee, an irrevocable Letter of Credit and Cash, check certified by a reputable bank or financial institution, or payable order in the sum equal to Birr 500,000.00 (Five Hundred Thousand) amount including VAT, which shall remain in forces for 60 calendar days from the bid opening date and shall be in separate envelope. The successful bidder will be required to furnish a performance bond in the sum of 10% of the gross bid sum within 15 days from signature,

4.       Bidders are strictly advised that they must read and comply in full with the "INSTRUCTION TO BIDDERS".

5.       All bids must be submitted based on the free market price.

6.       Both the pre-qualification and priced bid documents for Electro Mechanical Suppliers/Importers; shall be in separate envelopes & properly sealed (one ORIGINAL & one COPY); otherwise, the client will reject the bid.

7.       Applicants who do not meet a minimum technical qualification criteria allocated will be considered as not pre-qualified and their price (financial) bid document will be returned to the applicant without opening it. And all Bids will be evaluated based on first technical evaluation & second financial least bidder.

8.       Sealed technical & financial documents shall be submitted to ANRS Housing Development Enterprise, on or before 21 calendar days from the first date of advertisement at 2:00 PM hours and shall be publicly opened at 21th calendar day starting from first advertisement, date at 2:00 PM. If the opening date lies on a non-working day it will be shifted to the nega working day in ANRS Housing Development Enterprise, when the name of bidders and the bids shall be rejected. amount of their bids will be declared Bidders are advised to attend the opening of bids. 9.       All bidders have to conduct site visit before submitting a bid. The client wall is accept any claim in relation to the site and related issues

11.   Bidders must present certificate of VAT registration.

12.   Bidders must provide certificate of satisfactory execution of previous contracts and/or experience provided by other contracting parties to the contract concerned in number and within the period specified in the bid data sheet for the similar size/ type contract with a budget of at least that of this contract.

13.   Bidders must provide all relevant documents for man power and equipment's specified in bid data sheet.

14.   Technical and financial (priced bid) document evaluation must be done for bidders in the category of Electro Mechanical Suppliers/Importers.

15.   ANRS Housing Development Enterprise, reserves the right to reject any or all bids without giving reasons therefore and to waive informalities and irregularities, which do not constitute a material modification in the bids received.
