Invitation for Consultancy Services

Lenegewa Women's Rehabilitation and Skill Development Center, established by the Addis Ababa City Administration, provides rehabilitation, skills development, and empowerment services to highly vulnerable women, particularly those affected by street life and sex work. With support from a non-governmental organization, the Center is implementing a project to strengthen its rehabilitation services.,

The Center invites eligible and qualified consulting firms to submit proposals for: "Comprehensive Rehabilitation Program Design and Development of Curriculum and Training Modules". The consultancy will assess the existing program and develop a standardized, evidence-based framework, including SOPS, curriculum, training modules, and a sustainable exit and reintegration strategy.

Eligibility Requirements

•         Proven experience in rehabilitation and psychosocial support program design.

•         Expertise in behavioral change, life-skills, and soft-skills development.

•         Experience with vulnerable women and girls, preferably in institutional or residential care.

•         Strong communication and training facilitation skills.

•         Multidisciplinary team with specialists in psychosocial support, mental health, and case management.

•         Senior technical lead with recognized professional standing in behavioral science, mental health, or related fields.

•         Valid legal business registration and professional license.

Bid Documents

Bid documents can be obtained from Lenegewa Women's Rehabilitation and Skill Development Center during working hours upon payment of a non-refundable fee of ETB 200.

Submission of Bids

Submit separate sealed Technical and Financial Proposals in accordance with the bidding document. Bids must be delivered to: Lenegewa Women's Rehabilitation and Skill Development Center, within ten working days from the date of this announcement. Late bids will not be accepted.

Bid Opening

Bids will be opened in the presence of bidders or their representatives on the 11th working day from the date of this announcement at 10:00 a.m. at the above address.

Reservation of Rights

The Center reserves the right to accept or reject any or all bids, in whole or in part, in accordance with the Public Procurement and Property Administration Proclamation of the FDRE, without giving any reason.
