BID INVITATION FOR ROAD CONSTRUCTION

BID No 40/2018

The Government of South Ethiopia Regional State Transport and Road Development Bureau Rural connectivity for food security program (RCFSP)Hereby invite sealed bids from interested and eligible GC or RC GRADE 4 and below contractors for the procurement of the following projects

1.       Rural connectivity for food security program road construction projects

Bidder will be conducted through the national competitive open bidding (NCB) Procedure as specified in regional government public procurement directives and open to all bidders.

Interested bidders shall submit the following evidences:

A.      Trading (business) license renewed for this 2018 Ethiopian fiscal year.

B.      Certificate of Registration from Ministry of Urban and Infrastructure Development or relevant regional Authorities RC/GC Contractors Grade 4 and below and Registration Certificates contractor in the list of PPA.

C.      VAT Registration Certificate.

D.      Tax payer registration certificate.

E.       TIN (Tax identification Number).

Fit's tax clearance Certificate which states that the bidder is eligible to purchase in any public tender and valid at least at deadline for submission of the bid All documents evidencing these requirements have to be submitted together with the bid documents for evaluation purposes.

2.       A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non- refundable fee of ETB 1500.00 (ETB: One thousand five hundred birr only) for each projects effective as of 21 successive calendar days starting from the first notification of this advertisement on the Ethiopian Herald. The method of payment shall be on cash.

3.       All bids must accompany by a bid security of ETB 200,000 (Two hundred thousand) ETB in form of cash payment order (C.P.O.) or unconditional bank guarantee. Let bids will be rejected qualification information and bid security of the bidders will be opened in the presence of bidders or their representatives, those who willing to attend at procurement and property administration directorate 2nd Floor Room number 17 on 5th road on the way to Gedeo Zone Administration.

4.       The final submission and opening date of the proposal will be on the 22nd date of this announcement on the Ethiopian Herald at 11:30 A.M & 3:00 PM respectively. If the 22nd date is not a working day, it will be held on the set working days at same time.

5.       The bid documents comprising one original and three copies of the technical and one original and three copies financial proposals. Both should be submitted in two copies separately, the first envelop marked as technical proposal and the second envelop marked as financial proposal and the two envelops sealed and wax in another outer envelope. Each document should be signed and sealed by the bidder.

6.       Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 am to 12:30 P.M and from 1:30 PM to 5:30 PM from Monday to Friday.

7.       The South Ethiopia Regional State Transport and Road Development bureau reserves the rights to accept or reject any or all bids. N.B-The bidders' can buy any projects but can submit only one project from each Package.
