New Life Teen Challenge Development and Relief Program (NLTCDRP) invites eligible and qualified consultants to submit separate Technical and Financial Proposals for conducting a Baseline Assessment in Debre Birhan Town, Amhara Regional State.

1.       Scope of Assignment

The consultancy involves a baseline assessment on community development, gender equality, and women's leadership within local governance frameworks.

2.       Required Qualifications

MA or higher in Social Sciences, Development Studies, Gender Studies, Public Administration, or related fields

Minimum 5 years' experience in baseline studies or related assessments Proven experience in community development, gender equality, women's leadership, or local governance

Strong knowledge of baseline methodologies and gender issues

3.       Legal Requirements

Renewed Business License

TIN Certificate

VAT Registration Certificate

Tax Clearance Certificate

Business Registration/Incorporation Certificate

4.       Bid Documents

Technical Proposal: methodology, work plan, CVs, and evidence of past experience

Financial Proposal: total cost and detailed breakdown (inclusive of all expenses)

5.       Submission Procedure

Technical and Financial Proposals must be submitted in separate sealed envelopes.

Proposals shall be submitted to NLTCDRP, Debre Birhan Town.

The Terms of Reference (TOR) can be obtained from the Head Office of NLTCDRP, Addis Ababa, at the address below.

Bid validity starts from the Addis Zemen newspaper printed (on-air) date.

Submission deadline is five (5) working days after the printed publication date.

Late submissions will not be accepted.

6.       Evaluation

Bids will be evaluated using Quality and Cost-Based Selection (QCBS).

NLTCDRP reserves the right to accept or reject any or all bids without assigning any reason.
