Invitation to Express of Interest (EOI)
Procurement reference no. EOI/CALM/01/2026
In June 2019, the World Bank approved support for the Climate Action through Landscape Management Program-for-Results (CALM P4R) with the objective of improving, scaling up, and intensifying the implementation of Ethiopia's Sustainable Land Management (SLM) program. This support was provided in parallel with the third phase of Ethiopia's Strategic Investment Framework (ESIF-I) over a five-year period (FY2020-FY2024).
The program aims to contribute to financing Ethiopia's SLM initiatives to address climate change by expanding the geographical coverage of previous and ongoing interventions, consolidating achievements through institutional reforms, and disbursing funds based on results in participatory watershed management and rural land administration.
Currently, the Community Action through Landscape Management II (CALM II) program is under design, and the preparation process requires the conduct of a comprehensive baseline study to inform program design, implementation planning, and results measurement.
- Background
The Government of Ethiopia, in collaboration with development partners, is currently Ex designing the Community Action through Landscape Management Program II (CALM II), a successor phase aimed at scaling up sustainable landscape management, climate resilience, and improved community livelihoods across selected areas of the country. Building on the achievements, best practices, and lessons learned from the previous phase, CALM II seeks to strengthen integrated, community-driven approaches to natural resource management and inclusive development. As part of the program design process, a comprehensive baseline survey will be conducted in 11 regional states of Ethiopia to generate robust and reliable evidence that will inform program design, results framework development, and future monitoring, evaluation, and impact assessment.
The baseline study will cover biophysical, socio-economic, fiduciary, institutional, and other key program components, including cross-cutting issues such as gender, youth inclusion, climate resilience, governance, and capacity development. The study will establish benchmark data on current conditions, identify regional variations and risks, and support evidence-based decision-making for effective program implementation.
Accordingly, this Expression of Interest (EOI) invites qualified and experienced consulting firms, research institutions, or consortia to express their interest in undertaking the baseline study. The selected entity will be expected to apply rigorous methodologies, ensure stakeholder engagement, and deliver high-quality outputs that will support the successful design and implementation of CALM II.
