Invitation for National Open Bid (NCB)

The Federal Democratic Republic of Ethiopia, Ministry of Industry (Mol), invites sealed bids from eligible and interested national (local) bidders for the Procurement of Laboratory Furniture for the Operationalization and Sustainability of Integrated Agro-Industrial Parks (OS-IAIP) Project Office.

Interested eligible bidders should fulfill the following requirements:

• 1. For Local Bidders:
• Valid Business Organization Registration Certificate and Trade License for the current year (2018 E.C.);
• Tax Clearance Certificate valid at the date of bid submission and addressed to "Ministry of Industry";
• VAT Registration Certificate and TIN Certificate;
• Registration in the Public Procurement and Property Administration Agency (PPPAA) suppliers list.
  2. For Foreign Bidders (if any):

• Valid registration certificate or trade license issued by their country of incorporation.
  3. Bidding Procedure

• Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procedures specified in the Public Procurement Proclamation of the Federal Democratic Republic of Ethiopia and is open to all eligible bidders.
• A one-envelope bidding system will be applied:

Technical Proposal and Financial Proposal (Original & Copy) with Bid Security

The envelope shall be clearly marked and sealed separately.

• 4. Bid Security
• All bids must be accompanied by a Bid Security of ETB 200,000.00 (Two Hundred Thousand Ethiopian Birr) or equivalent in an acceptable form (CPO or Unconditional Bank Guarantee) issued by a recognized Ethiopian Bank and valid for at least 90 days beyond the bid submission deadline.

  6. Bid Submission and Opening

• Bids must be delivered to the address below and deposited in the Tender Box prepared for this purpose:

• Bid Issue Date: November 25, 2025 G.C.
• Bid Closing Date and Time: December 26, 2025 G.C. at 4:00 (Local Time)
• Bid Opening Date and Time: December 26, 2025 G.C. at 4:30 (Local Time) in the presence of bidders or their legal representatives who choose to attend.
  7. Performance Security

• The successful bidder shall be required to furnish a Performance Security of 10% (ten percent) of the total contract price at the time of signing the contract.

The Ministry of Industry/ OS-IAIP Project Office/ reserves the right to accept or reject any or all bids and to annul the bidding process without there by incurring any liability to bidders.
