Invitation to Bid: Consultancy Services for Outcome Assessment

Selam Children's Village (SCV), in celebration of its 40th anniversary, invites qualified and experienced consultancy firms to submit proposals for a special project.

The selected firm will be tasked with conducting a comprehensive outcome assessment, capturing compelling success stories, and documenting the good practices accumulated over SCV's 40- year history of serving vulnerable children, youth, and communities in Ethiopia. The project aims to reflect on the organization's long- term impact and inform its future strategic direction.

Minimum Requirement

The consultancy firm should have a minimum of ten years of experience in conducting similar assignments and the evaluation team should possess the following minimum qualifications.

Team Leader (Lead Evaluator):

• Advanced degree (Master's or PhD) in social sciences, development studies, public policy, evaluation, or a related field.
• Minimum of 10 years of proven experience in leading and conducting evaluations, outcome assessments, and research, particularly in the children, youth, community development, education, and TVET sectors.

Team Members

• Minimum of Master's Degree and at least 5 years of experience in evaluation, research, or a related field.
• Specific expertise in children, youth & community and vocational training development, education,programs, data collection (qualitative and/or quantitative), and data analysis.

Legal Requirement

• The firm should have a consultancy service license
• Must provide a renewed legal license and registration document, including TIN and VAT certificate.

Interested consultancy firms that meet the minimum requirements are invited to apply by purchasing the detailed Terms of Reference (TOR) from our office.

Applicants must submit their technical and financial proposals in separate sealed envelopes. All submissions must be delivered in person to the Facility Department of Selam Children's Village, located in Kotebe, near Hana Mariam Church.

Application Deadline

• The deadline for submission of technical and financial proposal is Friday, September 5, 2025, at 2:00 PM.
• The bid will be opened on the same day, September 5, 2025, at 2:30 PM, in the presence of bidders or their legal representatives.
