COMPETITIVE BIDDERS

1. The Government of the Central Ethiopia Regional Suite, represented by Transport & Road Development Bureau, has allocated budget towards the cost of special structure construction work (with Procurement Ref No. C/E/T/R/D/S/ST/C/W/ 902/2025
2. The Package of Special structure construction work and Nekab Trial Bridge construction Project located in Central Ethiopia Regional State, The Project names and distance's approximately from Welkite listed as shown below.

The Service to be, executed under the contract consists of but are not limited to the Special structure construction work and Nekab Trial Bridge construction Project

The duration of the construction period is 45 Calendar days (1.5 Months).

3. The Transport & Road Development Bureau now invites bidders to submit sealed bids for providing the necessary Key professional staff and machinery for the Special structure construction work Interested bidders shall submit the following mandatory evidence,

1. Trading License renewed for 2017 E.C. from authorized bodies
2. Commercial Registration Certificate;
3. VAT Registration Certificate issued by tax authority;
4. Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;
5. Grade III and below Category Relevant Professional Practice Certificates renewed for at least 2017 E.C. from authorized bodies.
6. Registration as Supplier in the list of the mandated public body, i.e., public Procurement and Property Administration Agency (PPPAA).

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Document.
5. The evaluation and selection of consultants shall be carried out in accordance with the Federal Public Procurement Directive - Ministry of Finance and Economic Development, June 2010, accordingly the Method used will be Quality and Cost Based Selection (QCBS).
6. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m. from Monday to Thursday and 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. on Friday. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 500.00 (ETB: Five Hundred Only) the method of payment shall be in direct deposit to Central Ethiopia Transport and Road Development Bureau account in the Commercial Bank of Ethiopia -through Account No 1000572922417 Effective as of 15 successive calendar days starting from the first notification of this advertisement on the Ethiopian Herald. The final submission date and opening of the proposal will be on the 16st date of this announcement on the Ethiopian Herald at 2:00PM & 2:30 PM respectively. If the 16st date is not a working day, it will be held on the next working days at same time.

7. Bidders shall submit in addition to the original of the Bid Proposal, the number of copies required is:

Two (2) copies of the technical proposal and,

Two (2) copies of the financial proposal and the Copies and One Original Financial Proposal Shall be Sealed Separately (Two Seals) and all envelopes containing the original and the copies shall be sealed in another outer envelope clearly marked "Financial Proposal".

8. Evaluation is to be carried out in two stages, Qualification information first and Financial Bids of qualified bidders next.
9. Bids must be delivered to the above address on or before 2:00 PM of the above said date. All bids must be accompanied by a bid security of ETB 100,000.00 (ETB: One Hundred Thousand) Late bids will be rejected. Qualification information and Bid security of the bidders will be opened in the presence of bidders/bidders' representatives who choose to attend at Transport & Road Development Bureau Conference Room
