The Oromia Roads and Logistics Bureau, now invites Highway and Bridge Consulting of Category I, to submit sealed bids for providing Consultancy Service for Design review, Construction Supervision and Contract Administration of the above-mentioned Road projects

NOTICE OF INVITATION FOR BID

Procurement Reference Number: ORLB/NCB/RFP/DS-23/2017

1. The National Regional State of Oromia has allocated budget towards the cost of Tarura School-Ashana Gravel Road Construction Project. Oromia Roads and Logistics Bureau now intend to apply part of this budget to payments for the Consultancy Service for Design review, Construction Supervision and Contract Administration of aforementioned project. Therefore, Oromia Roads and Logistics Bureau (ORLB) now invites eligible bidders for Consultancy Service works. The project Name, Location, Length, Amount of bid security and the total period of construction including the required mobilization time, for the road projects is indicated in the table below;

2. The Oromia Roads and Logistics Bureau, now invites Highway and Bridge Consulting of Category I, to submit sealed bids for providing Consultancy Service for Design review, Construction Supervision and Contract Administration of the above-mentioned Road projects. Invited Bidders should fulfill the following requirements & other appropriate documentary evidences demonstrating the bidder's compliance;
   1. Domestic bidders shall have a certificate of registration from Ethiopian Construction Authority or Oromia Construction Authority with relevant Grade I, renewed for the bidding period,
   2. Commercial registration certificate,
   3. Renewed trade license for the bidding period,
   4. Tax clearance certificate which is valid for bid submission date that permits the bidder to participate in any public tender,
   5. TIN and VAT registration certificate and
   6. Evidence of being registered at National Electronic Government Procurement Portal (eGP) supplier list.
3. Interested eligible bidders may obtain further information and inspect the bidding documents from ORLB's Head Office at the address given below at office working hours. A complete set of bidding document prepared in English Language may be purchased by any interested eligible bidders on the submission of a written application to the address below and upon payment of non-refundable fee of ETB 1000.00 (One Thousand Birr) effective from the first date of announcement up to delaine.
4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
5. Bidders required to submit bid documents containing the technical and financial proposals with bid security. Bidders required to submit; ONE ORIGINAL plus TWO COPIES of Technical Proposal clearly marked as "Original" and "Copy". Each Copy (2 Copies) and One Original Technical Proposal along with bid security shall be sealed separately (3 seals) and envelopes containing the original and the copies shall be sealed in another outer envelope and marked as "One ORIGINAL & TWO PHOTOCOPY" TECHNICAL PROPOSAL. ONE ORIGINAL plus TWO COPIES Financial Bid clearly marked as "Original" and "Copy". Each Copy (2 Copies) and One Original Financial Proposal shall be sealed separately (3 seals) and all envelopes containing the original and the copies shall be sealed in another outer envelope and marked as "One ORIGINAL & TWO PHOTOCOPY" FINANCIAL PROPOSAL.

Finally, the whole documents shall be placed in a single wax sealed envelope whose outer cover containing all necessary information about the bidder & the employer including project information.

6. Bids must be delivered to the address below on or before 23 July, 2025 at 10:00 AM., late bids will be rejected. Technical Proposals will be opened by the procurement directorate of the Bureau in the presence of bidders' representatives, at the address below on the same date at 10:30 AM.
7. Bidders must meet the minimum qualification criteria for their Financial Proposal to be opened. Unqualified Bidders' Financial Proposal will be returned unopened to the Bidder. Financial Proposal of qualified bidders will be opened, at the same address given below, on the date that is to be declared by the Bureau's Bid Endorsing Committee, after completion of the evaluation of Technical Proposals.
8. Oromia Roads and Logistics Bureau reserves the right to reject any bid and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to Bidders.
