Name of Project: Improving access to justice by providing legal aid services in police stations

1. The Lawyers for Human Rights has received funds from the Agence Française de Développement (the French Development Agency) towards the cost of improving access to justice by providing legal aid services in police stations. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Double Cabin Pick-up, Minibus, and Hybrid W/4W SUV vehicle purchase.
2. The Lawyers for Human Rights now invites sealed bids from eligible bidders for the procurement of Double Cabin Pick-up, Minibus, and Hybrid W/4W SUV Cars ("the Goods"). The detailed Technical Specifications of the Goods are provided in the Bidding Documents.
3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of Finance department, Lawyers for Human Rights at Alfoz Plaza, 5th floor, office no. 504-C, Telephone: 0116- 394614/0930800123, Electronic mail address: info@lhrethiopia.org and inspect the Bidding Documents from June 03 to June 15, 2025 between the hours of 9:00 AM to 5:00 PM on working days.
4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of 500 ETB (five hundred Birr). The method of payment will be in Cash. The cash sum must be deposited at the Awash Bank of Ethiopia in the name of Lawyers for Human Rights in the Account No: 013250246040105 and the application letter and cash deposit receipt must be submitted to the finance department in order to participate in this bid.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement's Bidding Documents for Procurement of Goods.
6. Bids must be delivered to the above office on or before 15 June, 2025, 5:00pm in sealed envelope and must be accompanied by a bid security of 40,000.00 Birr in the form of CPO or Bid Bond issued by a recognized bank that must remain valid for 30 days.
7. Bids will be opened in public and in the presence of bidders' representatives who choose to attend at 10:00 AM on June 16, 2025 at the offices of the Finance and Administration Department, Lawyers for Human Rights, Geiji area, Alfoz Plaza. 5th floor, office no. 504-C, Telephone: 0116- 394614/0930800123
8. Qualification criteria are as follows:

• The bidder shall have a Trade license valid for the current fiscal year
• The bidder shall provide a trade registration certificate -
• The bidder shall provide a VAT Registration Certificate and a Tax Clearance Certificate for the current fiscal year

9. Lawyers for Human Rights reserves the right to reject any Bid and to annul the bidding process and reject all Bids at any time prior to contract award, without thereby incurring any liability to bidders
