REQUEST FOR EXPRESSION OF INTEREST
The Consultancy service for Conducting an Environmental, Social, and Occupational Health and Safety Audit for the
Project: Ethiopia Integrated Transport Program Phase 1: Jimma-Chida, Sodo-Dinke, Dinke-Sawla Road Upgrading
Project, and Ethiopia-Djibouti Transport Corridor Project, Phase 1: Lot 1: Design and Build of Adama - Km 60 (National Competitive Bidding)
The Federal Democratic Republic of Ethiopia (FDRE), represented by The Ethiopian Roads Administration (ERA) has allocated budget Towards the cost of Consultancy service for Conducting an Environmental, Social, and Occupational Health and Safety Audit for the Project: Ethiopia Integrated Transport Program Phase 1 Jimma-Chida, Sodo-Dinke, Dinke-Sawla Road Upgrading Project, and Ethiopia-Djibouti Transport Corridor Project, Phase 1, Lor Design and Build of Adama - Km 60 and intends to apply part of the proceeds to eligible payments for the indicated assignment.
The main objective of the Environmental, Social, Health and Safety Compliance Audu (ESHSCA) as to assess the level of the project performance and compliance of the project performance with the applicable national, and AfDB E&S policy requirements of the road infrastructure sector examining whether a system for addressing environmental and social aspects of the project component activities are functional and adequately resourced and implementation of mitigation measures and established mechanisms as contemplated in the Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP)
The entire assignment is expected to be completed within a period of Ninety (90) days after contract signing,
The Ethiopian Roads Administration now invites qualified consulting firms to submit their expression of interest for the services. Expressions of interest will be evaluated in accordance with the Public Procurement and Property Administration Proclamation of the Government of the Federal Democratic Republic of Ethiopia. Participation is open to all eligible consulting firms.

Please note that the applicants' shall submit their company profile along with their Expression of Interest letter. The criteria shown in the table above will be used to assess the Expression of Interest. All company profile shall be prepared and submitted in line with the criteria. Applicants who have not submitted company profile with their Expression of Interest for this specific project will not be considered for shortlisting. Expressions of Interest letter must be delivered in electronically to the email address below before May 26, 2025 at 5:30 p.m. Late submissions will be rejected.

- Eligibility Documents
- For Domestic Consultants: Trading Business license, VAT registration Certificate, Professional Practice Certificates, Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority) and Evidence of Registration as a Supplier)
- For Foreign Consultants: Business Organization Registration Certificate or Trade License issued by the country of establishment
- Consultants may constitute joint-ventures to enhance their qualifications and should clearly indicate the intention to apply in a joint venture, sub-consultancy or other defined type of association.
- Only experience records of projects completed or substantially completed (70%) will be considered.
- Firms required to have Grade I Category Relevant Professional Practice Certificates renewed for at least 2017 EC from authorized bodies except Construction Management Consultants which is Grade II Category Relevant Professional Practice Certificates renewed for at least 2017 EC.
ERA has the right to accept or reject applications submitted.
