1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDP online and on the African Development Bank Group's Website dated 21st February 2025.
2. The Federal Democratic Republic of Ethiopia has received Financing from the African Development Bank in various currencies towards the cost of Climate Resilient Wheat Value Chain Development (CREW) Project, P-ET-AA-020. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the construction of Small-Scale Irrigation Schemes (SSIS) in Somali Region.
3. Somali Bureau of Agriculture now invites sealed bids from eligible contractors having a license WWC/GC-3 or above for the construction of Small-Scale Irrigation Schemes (SSIS) packaged under 2 different lots indicated in the table below:

4. Bidding will be conducted through Open Competitive Bidding National procedures in accordance with the African Development Bank's "Procurement Policy for Bank Group Funded Operations", dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework.
5. Interested eligible contractors may bid for any one or more of the above listed lots and may obtain further information and inspect the bidding documents at the office address given below in the morning from 8:30 pm to 12:30 pm local time and in the afternoon from 1:30 pm to 5:00 pm local time Monday to Friday.
6. A complete set of bidding documents may be purchased by interested bidders/contractors upon the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1500.00 (One thousand five hundred Birr). The method of payment will be cash at hand.
7. All Bids must be valid for a period of 90 (ninety) days after Bid opening and must be accompanied by an original bid security of ETB as stated in the table above and in the format provided in the Bidding Document,
8. Bids must be delivered to the address below on or before 4:00pm EAT on 19th June 2025. Electronic bidding will not be permitted. Late bids will be rejected.
9. 9.Bids shall be publicly opened at the address below, at 4:15pm, EAT on the same date of closing in the presence of bidders or their designated representatives who choose to attend.
10. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
