Sidama Roads Authority here by invites eligible bidders to submit their bids for the construction of at most two of the following bridge projects

NOTICE OF EXTENDING INVITATION FOR OPEN BIDDING

The Sidama National Regional State Roads Authority has allocated budget towards the cost of the construction of the following Bridges with Approach Roads Projects. And intends to apply part of these proceeds to eligible payments under these projects.

Sidama Roads Authority here by invites eligible bidders to submit their bids for the construction of at most two of the following bridge projects:

1. Bidding will be conducted through National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Documents.
2. Bids must be accompanied with renewed Trade Licenses and Registrations, Competence Certificates. TIN certificate, VAT certificate, Tax Clearance and Evidence of Registration in Suppliers list.
3. This bid must be accompanied by a bid security of the amount depicted in the table above for this project in a format acceptable to the employer and must be valid for 90 (Ninety) days plus 28 days after the latest date for submission of the bid.
4. Interested bidders shall submit the following evidence:
   1. Category GC 5/RC 5 & Above and above Certificate of Competence from Ministry of Urban Development and Construction renewed for 2017 EFY and other appropriate documentary evidences demonstrating the bidder's compliance;
   2. Trading License renewed for 2017 EFY; and
   3. Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date:
   4. VAT Registration Certificate; and
   5. Registration as Supplier in the list of the mandated public body, i.c. Federal public Procurement and Property Administration Agency (FPPPAA).
5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 a.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday.
6. A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and a nonrefundable fee of ETB 1000/One Thousand] for this project, effective as of the first date of announcement.
7. Bidders can participate on either of the projects indicated above and also can apply for at most two of projects from the above listed projects and shall submit their Bid separately for each project they are interested to apply for.
8. Bidders shall submit their Bids in two envelopes, the first envelop labeled as "Technical Bid Document and Bid Security" and the second envelope "Financial Bid Document", separate sealed and the two envelopes sealed in other mother envelope labeled "Technical and Financial Bid Document".
9. Evaluation is to be carried out in two stages, Technical Qualification first and Financial Bids qualified Bidders next.
10. Bids must be delivered to the address, time and date specified below. Late bids will be rejected. One Original and Two Copies of the bids have to be submitted as indicated in Bid Data Sheet (BDS). The Qualification information and Bid Security will be opened immediately after the submission deadline in the presence of bidders' representatives who choose to attend, at the address below.
11. Bids must be delivered to the address below on 10th date from the first date of the bid announcement. The final submission date and opening of proposal will be on the 10th date of this announcement on The Ethiopian Herald at 10:00 AM & 10:30 AM respectively. If the above stated bid closing day is week off day or public holiday the bid closing and opening will be held on the immediate next working day at the same time and place.
12. Any contractor who has One or more works with the Sidama Roads Authority and hasn't accomplished more than or equal to 70% of the work and Financial Progress and who has no recommendation letter from our office until the closing date of this bid, will not participate in this bid.

13. The Sidama Roads Authority reserves the right to accept or reject any bid and to annul the bidding process and reject any part or all bids at any time without thereby incurring any liability to bidders.
