NOTICE OF INVITATION FOR BID

1. The Guto Gida Ana Administration has allocated budget towards the cost of Gari —Fayisa Road Maintenance Projects and intends to apply part of this budget to payments for the under listed project.
2. The East Wollega Zone, Guto Gida woreda Road & Logistics Office now invites eligible bidders to submit sealed bids for providing the necessary labor, material & equipment for construction works of different road project. The Road rout Name, Location, Rout Length, Amount of Bid security, Minimum Annual construction turnover (ACT) and the total period of construction including the required mobilization time, for Road project is indicated in the below table;

   The Guto Gida Ana Roads & Logistics Office now invites contractors of Category GC-4 or RC-5 and above to submit sealed bids for providing the necessary labor, material & equipment for construction works of different road project. Eligible bidders to submit sealed bids for providing the necessary labor, material and equipment for construction of the above Project. Invited Bidders should fulfill the following requirements &other appropriate documentary evidences demonstrating the bidder's compliance.

3. Interested bidders shall submit the following evidence:
   • The bidders shall have a certificate of competency from Oromia Construction Authority or Ministry of Urban Development and Construction with Category GC-4 or RC-5 and above renewed for the bidding period and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include:-
     1. Trading /Business License renewed for bid period and Commercial Registration Certificate from authorized bodies.
     2. VAT & Tax payer Identification Certificate issued by the tax authority,
     3. Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission.
     4. Evidence of/Being/ Registered at National Electronic Government Procurement Portland (EGP) Supplier list.
4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
5. Interested eligible bidders may obtain further information and inspect the bidding documents, including a complete set of Engineering Drawings which is necessary for bidding purpose, at the address given below at office working hours. A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and a non-refundable fee of ETB 2,500.00 (Two Thousand Five hundred birr only) ,on account of Guto Gida Ana Revenue office for each project effective from the first date of announcement up to deadline.
6. Bidders shall be required to submit bid document in three envelopes containing the technical proposal, bid security and financial proposal separately.
   The bidding procedure to be followed is a Two Stage with three-envelope procedure. The qualification Application documents, financial offer and Bid Security should be sealed in three separate envelopes. The first envelope containing the qualification application shall be clearly marked as "Quilificacion Application for Maintenance of Gari — Fayisa Road project" the second envelope that contains the bid security shall be clearly marked as "Bid Security for Maintenance ofGari — Fayisa Road project" and the third envelope that contains the offer shall be marked as "Submission of Financial Offer for Maintenance of Gari — Fayisa Road project" respectively and the three envelopes shall then be enclosed in an outer envelope marked "Qualification Application, Bid Security and Financial Offer for Maintenance of Gari — Fayisa Road project" Both the technical and financial proposals will be sealed in such a way that one original and one photocopy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labeled as "One ORIGINAL & One PHOTOCOPY" and "Second PHOTOCPY" respectively, then placed in another outer envelope along with bid security as indicated above.
   Finally, the whole documents shall be placed in a single wax sealed envelope whose outer cover containing all necessary information about the firm & Employer including project information.
7. The deadline for bid submission shall be at 4:00 LT in the Morning of 22nd Working day starting from bid award on Addis Zemen Newspapers & the bids shall be opened on the same date at 4:30 LT in the morning, at which time the Technical Documents will be opened, in the presence of the bidders or their representatives who wish to attend.
8. All bids must be accompanied by a bid security indicated in the above table. Late bids will be rejected. Qualification Application, Financial offers, and Bid security of the bidders will be opened by the Guto Gida Ana Roads & Logistics Office in the presence of bidders' representatives who choose to attend at the address below on the final date and 30 minutes after bid submission as stated above.
9. Evaluation is to be carried out in two stages, Qualification Information First and Financial Bids of Qualified bidders next. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Bid Endorsing Committee after completion of the evaluation of Technical Proposals. Unqualified Bidders' Financial Proposal will be returned unopened to the Bidder.
10. The Bid Validity period shall be Sixty (60) calendar days after the latest date for submission of bid.
11. Guto Gida Ana Roads & Logistics Office reserves the right to reject any bid and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to Bidders.
12. The results of the financial evaluation shall be notified with an internal notice board.
13. Misplacing of documents which is not as ITB would be a cause for rejection of the bid document.
14. Completion time for the construction work shall be 90 working days.
15. Bid submission place is at Guto Gida Ana Finance office.
16. The Guto Gida District Finance Office reserve full right to reject any or all Bids.
