Procurement Reference No: - REILA III BID/RLAULE/NCB/01/2025

1. Based on the bilateral agreement between the Government of the Republic of Finland and the Government of the federal Democratic Republic of Ethiopia, Rural Land Administration and Use Lead Executive has received financing for the implementation of Responsible and Innovative Land Administration project (REILA III).
2. The Ministry of Agriculture now invites sealed bids from eligible and qualified bidders for the procurement of Rugged Tablet to be used for National Rural Land Administration Information System (NRLAIS).

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedure contained in the public procurement and property Administration proclamation of the Government of the Federal Democratic Republic of Ethiopia and is open to all bidders from eligible source countries.
4. Interested eligible bidders may obtain further information from the Procurement Executive of the Ministry of Agriculture and inspect the Bidding documents at the address given below during working days from 9:00 a.m. to 12:00 a.m. and from 2:00 pm to 5:00 pm.
5. Qualification requirements include provision of documentary evidence showing technical and financial capacity as well as relevant experience of the bidder from reputable institution as specified in the bidding documents. Additional details are provided in the bidding document.
6. Bidders should provide Technical and financial documents together. These envelopes containing the original and the copies shall then be enclosed in one single envelope.
7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of non- refundable fee of Birr 100.00 (Birr one Hundred) or equivalent amount in a freely convertible currency. The method of payment will be cash.
8. Bids must be delivered to the address below at or before 10:00 AM on 23 April 2025. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 10:30 AM on 23 April 2025.
9. All bids must be accompanied by a Bid Security of ETB 300,000.00 (Three hundred thousand) or equivalent amount in a freely convertible currency.
10. Ministry of Agriculture has the right to cancel the bid totally or partially, if the Ministry gets better way of obtaining the required services.
