The FDRE Ministry of Industry has received financing from the African Development Fund towards the cost of the Integrated Agro-Industrial Parks Project (IAIP-SP) and intends to apply part of the agreed amount of this grant to payments under the contract for Feasibility Studies and Engineering Designs of three new Integrated Agro-Industrial Parks (IAIPs) in Ethiopia.

The services included under this assignment will include preparation of feasibility and design studies of three new IAIPS in Gondar Town in Amhara Region, ArbaMinch Town in South Nations and Nationalities Region and Nekemte Towns in Oromia Region; and preparation of master plans, and detail design works for the IAIPS and Rural Transformation Centers (RTCs).

The study further includes analysis of market potential, business opportunities, supply potential and availability of the necessary infrastructures and labour forces; Stocktaking from the current IAIPs and RTCs implementation; IAIPs site identification and selection; evaluating the suitability of the Agro Commodity Procurement Zones catchment areas for the IAIPS development; determining the size of the IAIPS and common infrastructure facilities; commercial infrastructure: production support technologies; preparing detail engineering design for horizontal and vertical infrastructure of the IAIPs zoning model; risk analysis and mitigation measures, preparing cost structure and requirements for the development of IAIPS in each development phases.

The FDRE Ministry of Industry now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services ((provide brochures of previous assignments undertaken; describe similar assignments undertaken in the past; indicate experience in similar conditions/Sub-Saharan Africa; and avail a list of appropriate key experts/staff with skills and experience for the assignment). Consultants may constitute joint ventures to enhance their chances of qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

A Consulting firm will be selected in accordance with the Quality and Cost Based Selections (QCBS) method. The expected starting date of the assignment will be in July 2025 and the assignment is envisaged to be completed within six months from the date of signing the contract. The services and requirements for this Consultancy are stipulated in the Terms of References (ToRs) that can be obtained from the address below.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Procurement Policy for Bank Group Funded Operations", dated in October 2015, which is available on the Bank's website at http://www.afdb.org  and is open to all qualified Consultants
