Term of Reference for Consultancy: Assessment of the Right Here Right Now Program Outcomes in School Interventions.

Introduction

Development Expertise Center (DEC), a national civil society organization established in 2007, is dedicated to designing and implementing sustainable development programs that address its target communities' social and economic needs.

Currently. DEC is implementing the Right Here Right Now (RHRN2) Program, a five-year initiative focused on enhancing young people's reproductive health and life skills. This program operates in Bole. Yeka, and Lemi Kura sub-cities and reaches 18 schools across Addis Ababa. As we approach the program's conclusion, we aim to assess its impact by comparing outcomes in intervention schools with non-intervention schools. The insights gathered will shape future programming and provide inputs for policy advocacy towards youths and adolescents SRH.

We are now seeking a qualified consultancy firm with expertise in school-based SRH research to conduct this evaluation. This bid outlines the key requirements and expectations for the consultancy services.

Objective of the Consultancy

To explore the outcomes of the Right Here Right Now 2 program in school interventions in comparison with non- intervention schools.

Qualification and Experience

• Demonstrated expertise in evaluating complex programs, with a specific focus on reproductive health. Gender initiatives and behavioral studies.
• Proficiency in conducting qualitative research, including the ability to facilitate key informant interviews and lead focus group discussions.
• A minimum of 5 years of relevant professional experience, preferably within a civil society organization.
• Possession of a University master's degree in social sciences, Public Health, or International Development is highly desirable.
• Familiarity or experience with RH. child protection, youth participation, Ethiopian school gender club function and menstrual hygiene management is a valuable addition to qualifications.
• Additional relevant qualifications or certifications will be regarded positively.
