Assessment Title: Development of a comprehensive respo esponse mechanism guideline to address the needs of displaced population including refugees

Background

The Ministry of Women and Social Affairs (MoWSA) is mandated for the initiation of policies, strategies, and laws for women, youth, children, persons with disabilities, older persons and other vulnerable groups in development, preparation of a detail program compatible with the country's overall development plan as well as also establishment of social protection system. In this regard MoWSA has planned to develop a comprehensive response mechanism guideline to address the needs of displaced population including refugees for the provision of basic, essential and legal services to internally displaced population and refugees in Ethiopia.

The aim of this assignment is to enhance resource mobilization, streamline service delivery, and ensure the protection and welfare of these vulnerable groups. The guideline will serve as a critical strategic document, guiding the efforts of government agencies, non-governmental organizations. This comprehensive guideline will be essential in enhancing the coordination and effectiveness of humanitarian responses, ensuring that the needs of displaced populations and refugees are met in a timely and organized manner

Objective

The objective of the assignment is developing a comprehensive guideline to provide a structured and coordinated approach to address the needs of displaced populations, including refugees and IDPs.

Deliverables

The consultancy is expected to fulfill the following tasks:

• Prepare an inception report with the methodology to develop the guideline and work plan.
• Conduct a rapid desk review of relevant reports/documents relating to displaced population and refugees as to what legal provisions and services exist and what the gaps are to be fulfilled.
• Develop a first draft guideline and submit for comments.
• Revise commented draft guideline and submit for additional inputs
• Discuss with the client and finalize the guideline and submit the final version in hard and soft copies.

Estimated duration

The maximum estimated duration of time to accomplish the assignment is nine (9) months.

Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Core area of expertise supported by updated License Certificate
2. Years in consultancy services;
3. Relevant experience; List of Assignments done supported by Credentials, testimony Certificate or a Successful contract completion letter or attaching the contract performed in the past. It may be divided as General and specific assignment with this one.
4. Technical and managerial capability of the firm; Supported by organizational structure, human resource, financial resource, a list of the past successfully completed Contract Assignment with matrix. Thus, may report as to Specific and General Assignment with this Assignment. Note: Key Experts will not be evaluated at the Shortlisting stage.

A Consultant will be selected in accordance with the Consultant Quality and Cost Based Selection Method (QCBS) set out in the PPA Standard Bid Document,
