SIDAMA NATIONAL REGIONAL STATE, BUREAU OF URBAN DEVELOPMENT AND CONSTRUCTION

Assignment Title: Developing GIS based infrastructure Asset management plan and system.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

1. Bureau of Urban Development and Construction, Sidama National Regional State, Has Allocated Budget and Intends to Apply for The Consultancy Service for Developing GIS based infrastructure Asset management plan and System for Seven ULGS (Hawassa, Yirgalem Aletawondo, Aletachuko, Wondogenet, Leku and Daye) and Five Woreda (Hagere-selam, Yaye, Mejo, Yirba and Dara-kabado) Centers in the Region.
2. Bureau of Urban Development and Construction, Sidama National Regional State, invites all eligible consulting firms to submit sealed expressions of interest for the Consultancy Service for Developing GIS based infrastructure Asset management plan and system. Objective of the Consultancy Service includes, but not necessarily be Limited to; obtain the services of competent and experienced consultants for preparation of GIS Based Asset Management Plan of the Sex (LOSE FRY Wereda Centers in the Ron. Further detail can be referred on the attached TOR on the Re- quest for Proposals to be provided to The Short-Listed Firms. Consulting Firms Should Be Registered by The Appropriate regulatory authority, with a Minimum of 5 Years General Experience and Performing at least 3 Assignments of Similar Related Nature & with a budget sum of at least ETB 8,000.0000 in million in the past five years.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Short-Listing Criteria Are:

1. Core Business (Areas of Expertise);
2. General Experience;
3. Relevant/Related Experience on reference letters & agreements) Similar Assignments (with
4. Technical and Managerial Capability; and
5. Financial Capability.
6. Key Experts will not be evaluated at the short-listing stage.

3. Expressions of interest will be evaluated in accordance with the Open National Tendering Procedures contained in the Public Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia. Participation is open to all eligible bidders.
4. Bidders are required to submit with their bids signed and stamped copy of bidding documentation package provided to the bidder including all the technical documents subsequently prior to the bid submission date and time, failing to do so results declaration of non-responsive.
5. Consultants May Obtain Further Information from The Address Below During Office Hours, 7:30 A.M-12:00 AM And 2:00 PM-5:30 PM From Monday to Thursday and On Friday from 7:30 AM-11:00 AM And 2:00 P.M.-5:30P.M.
6. Expression of Interest Along with Documentary Evidences Must Be Submitted in Hard Copy to the Address Below at or Before The 20th Date of Dec. 2024 G.C. until 3:00 PM (afternoon). Late Submissions Shall Be Rejected.
