Somali Regional State Roads Bureau intends to invite qualified category Grade

III. Grade IV and Grade V consultants for consulting service for Design Review and

construction supervision of the following eight projects

             i. Ayinle-Sadey Road Lot-1

             ii. Galun-Haloye-Korubo Road Lot-1

            iii. Garbo-Isdabajig-Sandahile Road Lot-1

             Iv. Warder-Sololey-Aganweyne Road Lot-1

              v. Gumurley-Gabagbo-Marsin Road Lot-1

             vi. Erer-Aydora-Asbuli Road Lot-1

             vii. Gashamo-Daror Road Lot-1

              viii. Mula-Kebribayah Read Lot-1

1. Bidders should be locally registered by the authorized body to conduct consultant services and have license valid for the year 2016 EFY bidders should submit valid business license indicating the stream of business in which the consultant is engaged and must be registered in the public procurement and property administration agency's supplies list.
2. Valid VAT registration certificate and taxpayer registration.
3. Tax clearance certificate stating the bidder is eligible to participate in any public tender and valid at least at the deadline for submission of bids.
4. Bidders can get the scanned bid document from Nov. 8, 2024 G.C to Nov 22, 2024 G.C by paying a non-refundable of ETB 2,000.00 (Two thousand Birr only) to Somali Regional State Roads Bureau, procurement directorate at working hours.
5. The construction of the works shall be completed within 365 calenderer days from the commencement of the work.
6. The Consultant has to provide in the Consultant Certification of Compliance Form information related to his professional qualifications and capability for the current and the previous Four (4) years in order to proof its professional capacity.
7. Failure to meet the requirement will result in rejection of the bid. Somali regional State Roads Bureau has the right to request the bidder to extend the validity period of the proposal for an additional day.
8. The Consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed or substantially completed (above 70%) only in the course of the past Ten (10) years
9. Evaluation of the Technical Proposal will be done on the basis of the Consultant's proposal, but the Consultant shall not propose lesser number of personnel or staff months than stipulated in the ToR. In relation, the firm shall note the following
   1. It is to be noted that the man months estimated for each professional is only the minimum foreseen by the Client.
   2. Minimum man-month input for all personnel indicated in the table shown above shall not be less than the minimum man-month stated in the TOR. If the bidder proposes less man month than the minimum man-month requested in the RFP document, Somali Regional State Roads Bureau will correct the technical and financial proposals of the bidder as per the minimum requirement of the RFP.
   3. The man-month input of all personnel should be as indicated in the manning schedule of the Consultant's proposal.
10. Submission and opening of the bid

• The deadline of bid submission shall be on or before 2:00 Pm (Afternoon) of November 22, 2024 G.C.
• The bid document will be opened at 02:30 Pm (Afternoon) November 22. 2024 G.C Just 30 mint after bid submission closing time.
